Job Responsibilities
Using field maintenance engineering experience and principles, serves as the Director of Maintenance Subject Matter Expert (SME) for the applicable modules of the Enterprise Asset Management System (EAMS), Maintenance Management System (MMS), and coordinates the transition from the Highway Maintenance Management System (HMMS). Coordinates with maintenance units and IT Services (ITS) in the development, updating, and implementation of the system to address the data collection and performance management needs to ensure compliance with SCDOT's field maintenance engineering practices and principles. Oversees and coordinates district and county training of maintenance personnel in the operation of the HMMS and MMS applications.
Applies field maintenance engineering knowledge and principles to assist DOM and department leadership with asset management, maintenance planning, and performance activities to produce detailed budgeting for planned initiatives and improve funding allocations for future maintenance needs.
Using field maintenance experience and principles, reviews and approves all modifications to software applications used by maintenance units, which includes: Highway Maintenance Management System (HMMS), Maintenance Management System (MMS), and other applications as necessary to ensure that they meet the needs of our field personnel. Establishes specifications, guidelines, and documentation for all programs in area of responsibility to include MMS, HMMS, and other maintenance applications. Schedules and oversees training for maintenance software applications as necessary or as requested by the director of maintenance office or the districts. Using field maintenance experience and principles, determines the need for revisions to existing programs or development of new programs to help meet SCDOT's field maintenance goals. Serves as Maintenance Field Engineering Subject Matter Expert (SME) and monitors the development of all maintenance software, both current and future.
Using field maintenance experience and principles, directs the development of maintenance activity and asset management based training programs, or modules for both instructor led training and e-learning training. Coordinates the development of the agenda for the SCDOT's maintenance conference.
Maintains and updates the SCDOT Field Maintenance Manual, which documents all of SCDOT's maintenance policies, procedures, processes, engineering practices, and directives. As these change, identify inaccuracies in the manual and using field maintenance engineering experience and principles make revisions, corrections, and updates to keep it accurate and available to the field for reference and guidance.
Applies field maintenance engineering experience and principles to direct the utilization of EAMS Maintenance Management System (MMS) Module, HMMS, and Power BI to routinely analyze the performance of activities and field units to identify inefficiencies and make recommendations for improvement. Oversees and directs the development of statewide data analysis dash boards and related reports, consults on and helps implement highway activities and procedures adopted by the department; initiates and recommends programs and budgets for activities within maintenance.
Assists during emergency response operations as required. Establishes special event project codes for storm activities and assists the DOM with data verification for FEMA reporting purposes. Assists with other duties as assigned by state maintenance engineer. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree and five and one-half (5.5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
