POSITION TITLE: HICAP Program Manager
REPORTS TO: Executive Director
SUPERVISES: HICAP Program Assistant, HICAP Counselors, HICAP Volunteer Coordinator and HICAP Volunteers
DUTIES AND RESPONSIBILITIES:
· Responsible for all HICAP-related activities, day-to-day program operations, program staff and volunteers to include compliance with California Department of Aging (CDA) program requirements. Develop and monitor annual HICAP Work Plan.
· Responsible for recruitment, orientation, supervision and assignment of workloads for HICAP staff and volunteers. Make recommendations to CDA for the registration of Counselor trainees.
· Maintain high levels of client satisfaction and service quality in Counseling and public education.
· Responsible for meeting or exceeding minimum federal performance measures as specified by the California SHIP-HICAP Director.
· Responsible for the development and implementation of the counseling sites throughout Santa Barbara and San Luis Obispo Counties, including volunteer coordination with site staff.
· Review client cases that may require regulatory and/or legal intervention and make referral as appropriate.
· Prepare grant proposals and applications for funding sources as required.
· Assist in budget preparation and monitor budget to actual expenditures and make adjustments as needed.
· Prepare reports for Central Coast Commission and funding sources as required.
· Prepare and execute a plan for sustainable recruitment of new counselors to ensure adequate numbers to achieve service goals.
· Responsible for the initial training of all counselor trainees; on-going training of all registered counselors; supervision of all counselor training to include the quality and timeliness of the subjects taught. Develop curriculum to meet or exceed CDA standards.
· Ensure counselors and staff are properly connected to and trained on web-based tools necessary for HICAP services such as, but not limited to, the CDA HICAP database, Medicare.gov and Medicare Plan Finder.
· Responsible for staff and volunteer morale and volunteer recognition events.
· Provide case management supervision. Assist with intake referrals and counseling services.
· Oversee all public relations, marketing and presentation content of local HICAP services.
· Secure sensitive and confidential records held by HICAP; assure safe and secure destruction of documents.
· Participate in all State required meetings and trainings. Research additional continuing education to remain current in the field of Medicare, Health Insurance and all HICAP specialties.
· Conduct ongoing assessment of Medicare beneficiary needs regarding Medicare and related issues. Plan for future community needs in partnership with the Area Agency on Aging with respect to Medicare and related Insurance Counseling, long-term care insurance, education and outreach.

SKILLS AND KNOWLEDGE:
Skills:
· Effective program management to include analysis of complex situations

· Effective time management; ability to prioritize tasks and work independently.
· Proficient Microsoft Office and Google Docs.
Knowledge:
· Working knowledge of federal and State laws, regulations, rules, policies, program requirements, and automated information systems applicable to HICAP
QUALIFICATIONS:
· A Bachelor’s Degree and three (3) to five (5) years’ experience of program management, volunteer recruitment, supervision of staff and volunteers.
OR
· Seven (7) to ten (10) years of equivalent experience.
· Must pass a criminal background check and fingerprinting using Live Scan.
· Ability to travel as necessary to fulfill the job requirements.
· Ability to complete the HICAP Counselor training program and obtain CDA Counselor registration within three months of the start date of employment.
PHYSICAL DEMANDS:
Work for long periods of time while using a computer, public speaking to large and small groups.
