As the Program Manager (PM) experienced with managing over $10 billion of inventory for Air Logistics/ DLA Distribution which includes personnel, parts and equipment for F-15, C-130, C-5 and C-17 aircraft, target acquisition systems, and most airborne electronic warfare systems and looking for a new opportunity where you can make a difference every day?

 

This position is contingent upon contract award and this position is contingent upon your ability to obtain and maintain your DoD Secret clearance.

 

Serco supports the US Air Force as a prime for their Chemical Management Services performed for Defense Logistics Agency (DLA) Aviation supporting the Warner Robins Air Logistics Complex operation. Our team provides support and performs the full range of CMS requirements that includes 3PL end to end supply chain and inventory management.

 

These strategic distribution platforms under the DLA Distribution Center which distributes supplies to all branches of the military at locations all around the world its state-of-the-art Consolidation, Containerization Point processing operations. The Program Manager (PM) is responsible for the contract's overall performance, achieving performance standards, workforce management, customer satisfaction, contract compliance, and quality control. As such, the Program Manager shall have full authority to act for Serco Inc. on all contract matters relating to this contract's daily operation. This position requires access to U.S. Government facilities and systems.

 

 

In this role, you will:

  • Lead a large logistics team that works closely with the customer to deliver quality logistics support to ensure the readiness of a CMS that is designed to enhance mission readiness using the latest technologies, expertise, and best business practices for improved logistics and environmental support.
  • Improve logistics and operational mission performance by controlling and reducing the acquisition, use, handling, and disposal of Hazardous Material (HM) and the generation of Hazardous Waste (HW).
  • Deliver customer driven standardization programs reducing the volume and number of different chemical products and services within specific product lines to provide volume purchase discounts and more efficient operations; and generate cost savings through reduced HM usage and HW disposal costs.
  • Implement purchasing methods and processes geared toward best value purchasing to obtain, when practical, the lowest delivered costs for HM and services.
  • Implement standardized and consistent chemical management services intended to provide optimum, timely, and flexible support capabilities for support of the WR-ALC maintenance, overhaul, and repair of its weapons systems and related equipment.
  • Be available Monday-Friday, 0800-1700 Eastern Time and available to the COR and TPOC during the Government's regular business hours and shall respond to any communications within one (1) hour of notification.
  • Be responsible for plans, strategies, employee management, and monitoring and controlling activities to support the DLA Distribution Center and stakeholders at Robins AFB, GA.
  • Serve as the primary customer point of contact with the COR, Training and leadership, and DLA installation stakeholders.
  • Develop strategies for specialized Air Logistics recruiting, credentialing, retention, and employee well-being initiatives and maintain, update, and monitor their effectiveness.
  • Oversee and direct recruitment and screening process to ensure all certifications and credentials are valid and current and fulfill customer requirements before on-boarding.
  • Manage the total work effort associated with the services required meet the performance objectives and standards.
  • Program Management tasks may include planning, scheduling, coordination, interface with the Government, cost accounting, report preparation, establishing and maintaining plans, and quality control.
  • Manage contract costs and identify key factors affecting costs that includes, but is not limited to, continual monitoring of HM prices, documenting cause for increases and providing rationale why cost savings cannot be realized, documenting best practices that resulted in cost under-runs, and reporting during a Program Management Review (PMR).
  • Provide CMS and 3PL services that meet the customer's needs.
  • Identify and applying resources required to meet scheduled requirements.

 

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret clearance or the ability to obtain and maintain a DoD Secret clearance.
  • 3 years' experience using a HM Tracking System equivalent to Enterprise Environmental Safety and Occupational Health Management Information System (EESOH-MIS).
  • 5 years' experience in the field of CMS and supply chain management.
  • Experience in CMS management, end to end supply chain management, logistics analysis, warehousing and distribution, DoD financial processes, regional and global supply policies; and managing projects, contracts, funds, and resources.
  • Extensive knowledge and expertise of environmental program management.
  • Able to be on-site at Robins AFB to meet periodically with DLA Aviation and WR-ALC management and attend production meetings as required.
  • Experience managing, staffing, overseeing, and completing large government projects related to the above job description.
  • Minimum of five years of experience working with a military or DoD organization(s) related to the job description above.
  • Have the ability to pass a NACI (Tier 1) to access U.S. Government facilities and systems.
  • Valid driver's license, transportation, and auto insurance.
  • Be able to travel up to 25% of the time.
  • Per customer approval, part-time Hybrid Telework may be offered and must comply to government compliance.
  • Able to travel to Robins AFB to meet periodically with DLA Aviation and WR-ALC management and attend production meetings as required.

Additional Desired or Preferred Experience, Skills, Education and Certifications:

  • A Four-year degree, from an accredited university or college in business, management, or operations and a similar academic profession or five (5) additional years of experience in lieu of a degree related to the job description listed above.
  • Able to demonstrate a strong written and verbal communication skills.
  • Five (5) years of experience managing, staffing, overseeing, and completing large government projects of related to the above job description.
  • (5+) years' experience with Air Logistics/ DLA Distribution which includes personnel, parts and equipment for F-15, C-130, C-5 and C-17 aircraft, target acquisition systems, and most airborne electronic warfare systems
  • (5+) years' experience supervising at FTE's doing similar/related type work on contracts/projects of comparable scope and magnitude related to the job description listed above.
  • (7+) years' Program Management experience on a multi-function project, including resource planning, contract management, cost control, inventory management, quality assurance management, and personnel management.
  • Five years of experience working with a military or DoD organization(s) related to the job description above.
  • Project Management Professional Certification: (PMI) or (PMP) 
  • Military leadership experience is a plus.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $88,000.00 to $145,000.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
