Program Manager, Colorado Creative Industries

The Governor’s Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

The mission of the Creative Industries Division (CCI) of the Colorado Office of Economic Development and International Trade is to promote, support and expand the Creative Industries to drive Colorado’s economy, grow jobs and enhance our quality of life. 

The Creative Industries Program Manager will be responsible for leading Creative Industries’ programs including Colorado Creates and accessibility initiatives and supporting capital and affordable housing initiatives including Community Revitalization and Space to Create. The Program Manager will lead CCI’s marketing and communications and provide administrative support for the Council on Creative Industries. 

KEY DUTIES AND RESPONSIBILITIES:

I.  Program Management  

• Manage Colorado Creates grant program 

• Co-manage accessibility initiatives in partnership with the Grants and Accessibility Manager

• Support Creative Industries capital and affordable housing initiatives including Community Revitalization and Space to Create

II. Marketing and Communications 

• Develop marketing strategies and campaigns for CCI programs and content 

• Create and distribute Creative Industries Division newsletters

• Manage social media outlets  

• Manage CCI website program pages in partnership with OEDIT marketing division 

• Support drafting and distributing press releases and media inquiries with OEDIT marketing division

• Coordinate development of digital and print marketing materials

• Monitor CCI general email 

III. Administrative Management 

• Serves as liaison for the 11 member Governor appointed Council on Creative Industries

• Coordinates logistics for Council meetings, including communication with Council members regarding attendance and travel requirements, and preparation of Council meeting materials

• Serve as point of contact for corporate bank cards

COMPETENCIES: 

This position requires an experienced Program Manager who has great customer service skills, and an ability to work independently on solo projects and also collaboratively as a team member. Candidates should have exceptional organizational skills and strong attention to detail; ability to multi-task; strong oral and written communications skills; problem solving acumen; and demonstrate confidence, diplomacy, and flexibility. Ability to prioritize and meet deadlines while multitasking is essential.

Education and Experience Requirements:

• BA/BS degree in public or arts administration, marketing/communications, business or similar field

• Related occupational experience will substitute for the degree requirement on a year-for-year basis

• Marketing and communications experience 

• Intermediate experience with grant administration

• Experienced in data management and familiarity with grants management systems, Excel, Google Sheets, and Microsoft Office Suite.

Preferred Qualifications:    

• Intermediate knowledge of Salesforce CRM Management

Conditions of Employment 

• Applicants must pass a thorough background check prior to employment.

Salary Range: $52,000 - $60,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
