With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.
The Office of Strategic Operations and Performance Management within the Office of the Chief Operating Officer supports the overarching strategies of DOHMH, to foster organizational alignment with those strategies, and to supplement divisional capacity as needed. It serves as a resource and partner to DOHMH leadership and other stakeholders for performance measurement & analysis and program planning & coordination.
Job description:
DOHMH has an opening for a Program Analyst. Reporting to the Executive Director of Strategic Operations & Performance Management, this position will support Agency evaluation and performance measurement & management activities to support initiatives to establish, expand, train, and sustain public health infrastructure, workforce, and data systems.
Duties:
- Support evaluations, observations, and collection of data related to implementation of infrastructure, workforce, and data systems initiatives, including the impact of performance management processes.
- Collect data through various methodologies, providing technical assistance to support relevant Divisional and Agency workgroups to assist with ongoing evaluation efforts.
- Use qualitative and quantitative methods to support evaluation projects.
- Support development of real-time evaluation(s), including developing survey instruments, cleaning data, and conducting analysis.
- Communicate evaluation results and findings to leadership and stakeholders, including by developing documents, briefs, and presentations to capture lessons learned and findings.
- Support other Agency performance measurement and management activities, including: (1) providing technical assistance and guidance to a portfolio of assigned divisions; (2) establishing data-driven, equity-centered performance measurement & management processes; and (3) developing guidance documents and protocols.
Qualifications:
- BS/MS degree in Public Health, Public Administration, or a similar field
- At least three to five years of experience working in program/grant evaluation, quality improvement, performance management/measurement, project management, and/or change management
- Experience with research, including qualitative and quantitative primary data collection methods
- Experience in synthesizing quantitative and qualitative data and presenting findings and recommendations succinctly
- Excellent communication (verbal & written) and interpersonal skills
- Strong analytical skills and ability to manage and report complex information
- The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work independently, in teams and in a highly dynamic environment with multiple stakeholders and timelines.

Additional Information:
- This is a temporary grant-funded position ending in November 2027.
- This is a hybrid position where the individual will be required to come into the Long Island City, NY office at least 3 days a week.

- Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
- This individual will be expected to work non-business hours during emergencies.
