Job Title: Product Owner/Technical Writer
Clearance Required: DHS Public Trust (EOD)
Work Location: Arlington, VA (Onsite 2 days a week required) & Remote

Position Description/Scope of Work:

Alpha Omega is seeking a Product Owner/Technical Writer to support an IT portfolio within a PMO for one of our clients.  The selected candidate will, at a minimum, fulfill the responsibilities listed in the Responsibilities section.

Responsibilities:

  • Work directly with Release Train Engineer and the Development team.
  • Maintain effective communications with the Scrum Master, development team and business units.
  • Gather, analyze, and document non-technical requirements via user stories.
  • Assume responsibility for the overall application development lifecycle, including ensuring that project deliverables meet or exceed policies, procedures, and standards.
  • Assist the Project Manager in developing the project schedule to organize the total work scope of the project.
  • Present functional specifications to stakeholders for review/acceptance and compliance with requirements.
  • Suggest improvements or enhancements to processes and systems to increase customer satisfaction or improve productivity.
  • Interface with stakeholders and clients to gather the most up to date information, and disseminate this information amongst the scrum team, including prioritization of current delivery.
  • Manage backlog refinement and organize meeting by defining, grooming, and prioritizing user stories with Acceptance Criteria (AC) or “definition of done” (DOD)
  • Facilitate and lead meetings with various internal and external stakeholders.
  • Lead requirements gathering sessions and decompose epics and features into user stories.
  • Parse existing documents and artifacts for key information and preferred language; to then be applied to new documentation.
  • Ensuring consistency with all documentation and messaging.
  • Serve as central POC for stakeholders searching for current documentation.
  • Prepare, review, revise, and maintain technical documents, including software and systems engineering, system operations, testing, and user documentation.
  • Gather and analyze technical and product information from various sources to document new or changing product functionality.
  • Write, format, edit, review, and proof procedural and technical information for technical and nontechnical users.
  • Maintain a library of application documentation, cataloging it for internal and/or external use.
  • Publish and maintain templates for written documentation produced by others (technical specifications, RFP responses, etc.), ensuring a consistent "look and feel."
  • Create in-depth user guides, FAQs, technical overviews, and in-product help documentation.
  • Test both the product and its documentation for accuracy and consistency.
  • Identify problem areas or structural deficiencies and proactively contribute to their improvement.
  • Regular use of a content management system (CMS) to manage the lifecycle of technical documentation including draft, review, and publish phases.
  • Become a subject matter expert of the [redacted] platform and how the different tools are used to perform various construction related tasks.
  • Responsible for creation and management of HSI System Engineering Lifecycle (SELC)/Software Development Lifecycle (SDLC) documentation.
  • Responsible for the management of HSI’s Confluence Knowledge Management Pages.

Required Skills:

  • 3-5 Years of Experience as a Product Owner
  • Must possess a working knowledge of SAFe methodology.
  • Knowledge of various business analysis techniques including interviewing, brainstorming, and modeling
  • Experience collaborating with stakeholders at varied levels
  • Experience in supporting business and project teams in translating complex business needs into user stories
  • Ability to test user stories against acceptance criteria
  • Excellent verbal and written communication skills and proven ability to ask probing questions to business team members
  • Ability to work independently and manage multiple priorities effectively
  • Experience using JIRA and Confluence
  • Experience with online technical writing tools such as Confluence, Adobe, SharePoint.

Desired Skills:

  • Active or recent previous DHS experience HIGHLY desired.
  • At least 1 year of experience in Product Management and/or Product Development
  • Proven track record of delivering data driven solutions with a customer-first mindset
  • Expertise in transforming and building end-to-end environments using DevOps to integrate, develop, test, deploy, maintain, and operate multiple systems

Desired Certification(s):

  • Certified SAFe® Practitioner
  • Project Management Professional (PMP)
  • Advanced Certified Scrum Product Owner
  • Certified Product Owner

Required Education:

  • Bachelor’s Degree in Business or an IT related field, which can be substituted for technical certifications
