You will serve as a Procurement Analyst in the Regional Contracts Department, Procurement Performance Management Assessment Program (PPMAP) Division of NAVSUP FLC SD GF.Qualifications:You must have one year of Procurement Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. You utilize a knowledge of pre-award and post-award federal acquisition/contracting policies and procedures to analyze the quality and effectiveness of contracting operations. You have experience conducting research on acquisition processes to identify irregularities, discrepancies or systemic problems and recommend solutions for correction. You also have experience utilizing a knowledge of Government Purchase Card Programs in order to resolve customer issues. Examples of specialized experience may include: 1) Determining method of solicitation (Market Research); 2) Making Open Market Purchases (Solicit quotes); 3) Evaluating quotes/negotiating various issues with contractors such as price, transportation, delivery date, discounts, and method of shipment; and 4) Ensuring award is in accordance with all applicable procurement laws and regulations, including competition, sole source, small business rules, labor laws and wage determinations, preference for government sources of supply.

Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
