Job description

Under limited supervision, the Process Analyst evaluates the efficiency of the treatment process through comprehensive monitoring and maintains peak efficiency by directing adjustments normally associated with biological wastewater treatment. The position plans, organizes, schedules, and directs the daily activities of the laboratory and is responsible for the plant when assigned to weekend, holiday, and after-hours work.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Performs laboratory tests in accordance with standard methods and established procedures; maintains laboratory accreditation; participates in EPA performance evaluation programs; prepares laboratory reagents.
  • Maintains and requisitions supplies and equipment for the facility's laboratory.
  • Compiles, records, and evaluates collected data and information; initiates process operating strategies that promote or improve peak efficiency; compiles reports for state and federal agencies.
  • Establishes testing procedures in alignment with federal and state agency guidelines and regulations.
  • Conducts and oversees industrial sampling and testing; complies industrial billing data.
  • Oversees and keeps the maintenance and calibration records for all laboratory equipment; calibrates industrial flow meters; cleans and maintains all owner serviceable laboratory equipment.
  • Oversees assigned staff while training on laboratory standard methods and procedures, including plant process decisions and adjustments, chemical feed volumes, flow, and hydraulic settings; assigns staff to various duties and tasks based on their skills and abilities.
  • Fosters and maintains open and ongoing communication between Department personnel and the public and other City Departments; communicates orally and in writing with all groups.
  • Participates in the annual budget preparation pertaining to laboratory supplies and testing; assists consultants on data collection and interpretation.
  • Demonstrates and upholds safety techniques and equipment operation in accordance with the Labor and Industries; recognizes and evaluates operational, mechanical, and instrumental abnormalities.
  • Performs related duties as assigned.
Associate's Degree in Chemistry, Wastewater Biology, or related field AND five (5) years of experience in a secondary wastewater treatment facility, chemistry laboratory, or microbiological laboratory, including some supervisory experience; OR an equivalent combination of education, training, and experience.
Knowledge of:
  • Class IV Wastewater Plant operations.
  • Washington State wastewater regulations and NPDES requirements.
  • Puget Sound Nutrient General Permit and associated testing requirements and nutrient limits.
  • Washington State Biosolids General Permit and associated testing requirements.
  • Analytical chemistry, protocols, instrumentation, wastewater, and environmental sampling and analysis, assurance/quality control for the operation of an accredited laboratory.
  • Principles and practices of management and supervision.
  • Industrial health and safety issues, occupational hazards, chemical hygiene, and hazardous waste disposal.
  • Wastewater and biosolids chemistry, treatment, process, utilization, and applicable regulations.
  • Secondary Wastewater Treatment procedures for examination based on Standard Methods.
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Records maintenance and retention policies and procedures.

Skill in:
  • Using systems software, spreadsheet software, and computers.
  • Working effectively with no supervision.
  • Manipulating and understanding algebraic equations.
  • Completing multiple tasks simultaneously.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.
  • Interpreting charts, meters, and drawings with accuracy and precision.
  • Conducting short/long-term planning and developing goals/objectives for laboratory operations.
  • Researching and interpreting wastewater issues and regulations and making appropriate recommendations.
  • Evaluating laboratory needs, preparing and recommending an annual budget, and monitoring budget activities.
  • Providing effective supervision and leadership while training staff.
  • Interacting tactfully and professionally with City staff, outside agencies, and the public.
  • Preparing clear and concise communications, reports, and technical documents.
  • Analyzing complex issues and implementing appropriate responses.

LICENSE AND CERTIFICATION REQUIREMENTS
  • Must possess a valid Washington State driver's license.
  • Washington State WWTP Operator Group III is required within six (6) months of hire.
  • Incident Command System ICS 100, 200, 700, 800 is required within six (6) months of hire.
  • First Aid, CPR, & AED is required within six (6) months of hire.
