Policy Analyst

The Office of Inspector General for Public Safety (OIG) was established by Ordinance 125315 as part of the City of Seattle police accountability reform effort. Our charge is to help ensure the fairness and integrity of the police system in its delivery of law enforcement services. Our goal is to ensure constitutional, accountable, effective, and respectful policing that reflects the values of Seattle's diverse communities and engenders community trust.

Appointed by the City and approved by the Federal Police Monitor, OIG is charged with post-Consent Decree oversight of SPD fidelity to Consent Decree reforms. In 2022, the OIG policy unit developed a monitoring assessment plan with the goal of ensuring police services continue to be delivered in full compliance with the Constitution and laws of the United States.

To take on this new and critical work, OIG is hiring a Policy Analyst (StratAdv1) who will provide policy and analytical expertise in the review of policies, procedures, and practices managed by the Seattle Police Department (SPD). This position will be responsible for effectively communicating the body of work to internal and external audiences through reports and presentations. This work will expand from the previous work by the Federal Monitor and the goals laid out by the Consent Decree. This team will ensure compliance with constitutional policing and identify trends within SPD to continue the commitment to reform. Our work environment is complex and highly scrutinized, as we play a critical role in police accountability for the City of Seattle. This work is relied upon by policy and lawmakers to make informed decisions that shape our city. This position serves at the discretion of the Inspector General.

SUCCESSFUL CANDIDATES:

• Have knowledge and experience in criminal justice public policy and/or oversight of law enforcement.
• Have experience in evaluation of data and public policies.
• Have excellent report writing skills.
• Have analytical skills and rely heavily on data to drive the analysis of public policy.
• Understand the importance of racial equity in the analysis and development of policies and programs to address institutional/systemic racism.
• Are an effective communicator and team leader who takes a proactive approach to building relationships with colleagues and stakeholders (law enforcement, community members, data scientists, and social justice advocates).

• Analyze data; evaluate policies, regulations, rules, and procedures; develop recommendations.
• Prepare written reports including issue papers, decision agendas, presentation materials, and executive summaries.
• Communicate with SPD, leadership and staff, department directors, and council.
• Support literature review and secondary analyses of research, theory, and practices relevant to criminal justice.
• Assist the leadership team and agency staff with the planning and development of work products, informed by knowledge and expertise in statistical analysis and methodology.
• Work as part of a team in conducting and supporting policy analysis that is informed by a review of the customs and practices of local and other law enforcement jurisdictions.
• Determine the adequacy and compliance of SPD internal controls, management practices, record keeping, and reporting.
• Effectively communicate the body of work to internal and external audiences, including presentations for elected officials in Council committees and other public settings as well as in private briefings with elected officials and their staff.

SKILLS, ABILITIES, AND KNOWLEDGE TO ENHANCE SUCCESS:

• A Bachelor's degree or additional experience in public administration, communications, public policy, law, urban planning, applied research, or other field related to governmental policy.
• 3+ years of progressively responsible experience managing projects, conducting policy analysis, data analytics, or applied statistics in a social science discipline (criminal justice, economics, demography, sociology, political science, applied mathematics, statistics) or related field.
• Clear writing and presentation skills, which includes the ability to convey complex information and answer questions under pressure.
• Demonstrated skill and initiative in teamwork and team building.

TOTAL COMPENSATION AND BENEFITS

This role is exempt from the FLSA and the Civil Service System. The full salary range for this position is $91,642.32 - $137,453.04.

WORK SCHEDULE

Our office is abiding by public health guidelines and maximizing telework arrangements for our employees except for necessary essential in-person. The selected candidate will work with their direct supervisor on alternatives to meet workload requirements while considering public health guidelines.
