Job Description
Lynker seeks a talented individual to serve as a Communications and Policy Analyst to support the National Oceanic and Atmospheric Administration's (NOAA) Office of Response and Restoration (OR&R -- https://response.restoration.noaa.gov/ ). OR&R is a center of expertise in preparing for, evaluating, and responding to threats to coastal environments, including oil and chemical spills, releases from hazardous waste sites, marine debris, and disasters. This position will be located in Seattle, WA.
Duties:
Serve as analyst and coordinator for specific OR&R program, policy, and communication actions, working closely with office leadership and subject matter experts.
Congressional Support and Administration Priorities: Coordinate and implement an innovative and proactive legislative strategy that builds awareness of OR&R core capabilities with members of Congress and external partners. Craft and maintain legislative briefing materials and responses to Congressional queries. Track legislation and monitor progress of bills relevant to OR&R and federal partners. Review draft legislation or testimony. Work with NOS, NOAA, and partners on supporting administration initiatives: craft messages, produce materials, and participate in briefings as required.
Communications and Outreach Support: Support OR&R in various communication capacities, including supporting the development and execution of the annual OR&R Outreach Operational Plan as an active member of the OR&R Outreach Team. Create and disseminate communication plans, messages and talking points, and print and online outreach materials such as brochures, fact sheets, weekly reports, and news stories. Maintain an internal repository of outreach resources for staff. Coordinate office media opportunities and prepare staff for interviews.
Leadership Communications: Assist with the development of leadership or office-level presentations, talking points, three things memos, and briefing packets to support OR&R messaging and advance high-quality submissions to NOS and NOAA. Support internal communications activities.
Support Requests for Information: Track and review inquiries from NOAA leadership and Congress. Coordinate and draft responses from the office perspective to a range of NOAA, DOC, Congressional, OMB, and interagency information requests for OR&R programs, products, and services; regional/constituent-specific support; partnerships; or issues that leadership must know in advance of a planned visit.
Executive Secretariat: Serve as the Executive Secretariat for the OR&R Management Team. Manage the meeting schedule and logistics as well as information and records.
Implement and/or manage short and long-term special projects as needs arise.
Qualifications:
Master's or Bachelor's degree in public policy, environmental science, or related field with a minimum of three years' experience in a communications/outreach capacity. Legislative outreach experience preferred.
Self-motivated, creative, and energetic with an ability to work well individually and cooperatively with a range of individuals.
Excellent written and oral communications skills.
Excellent organization skills and attention to detail.
Experience translating scientific information for public consumption and copy-editing documents.
Familiarity with a variety of communication strategies and methods such as developing written materials/briefings, press releases, web content, outreach materials, etc.
