OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner (OIC) is seeking a motivated and qualified individual to fill a Policy Analyst (Exempt) position This position is assigned to the Policy & Legislative Affairs Division, located at our Capitol Campus Olympia office.
The Policy & Legislative Affairs team is a highly collaborative, knowledgeable group of professionals with a passion for sound public policy, who take pride in their cohesive approach to the work that they perform.
This exempt position assists the OIC Commissioner and agency with research analysis and writing on insurance issues of interest to the industry, consumers, government, and interested parties.
We are seeking someone who is eager to learn, proficient in utilizing the organization's institutional knowledge, skilled in fostering diplomacy within the team, across various divisions, and with external collaborators, capable of sharing knowledge, all while demonstrating effective listening skills.

This is an position can be filled at either the Policy Analyst or Senior Policy Analyst level. The annual salary range (depending on qualifications) for this position is:
$90,000 - $99,960 for the Policy Analyst, or
$100,008 - $110,016 for the Senior Policy Analyst.

Duties
The duties of the position include, but are not limited to:
  • Serving as the subject matter expert on statutes and rules pertaining to the regulation of insurers, insurance, and associated topics.
  • Serving as point of contact for legislative staff and member inquiries on insurance issues.
  • Serving on National Association of Insurance Commissioners (NAIC) committee and workgroups.
  • Conducting thorough, high-quality research and analysis of policy issues.
  • Producing materials as part of, or as the result of, the analysis process.
  • Providing recommendations for executives and staff that are clear, concise, and well organized.
  • Developing and drafting rules and legislation as assigned.

Qualifications
Required Qualifications:
  • Bachelor's degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent in Public Policy, Government, Business Administration, Communication, Journalism, English, Law, Insurance Management, or closely related field.
AND
  • Two or more years of insurance or insurance industry experience with duties such as advocating for regulatory/policy changes, handling consumer complaints, reviewing and evaluating insurance policies, or applying regulations to insurance companies.
OR
  • Two or more years drafting and/or interpreting new legislation or rules; participating in legislation or rule development as an industry interested party; or, implementing new legislation or rules at an operational level within government, industry, or organization.
OR
  • Two or more years of experience in government or legislative setting doing public policy research, analysis, or development.

*Postgraduate education may substitute, year for year, for the work experience component.
In addition to the requirements above:
  • Intermediate software skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
Preferred/Desired Qualifications:
  • Juris Doctorate degree from an accredited law school.
  • Master's degree or other advanced degree in law, political science, or public/business administration.
  • Broad experience with insurance products, claims, marketing, and regulations.
  • Two or more years of professional experience reviewing and interpreting legislation, rules, policies, technical papers, or legal documentation for likely impacts to Washingtonians and associated interested parties. Two or more years of professional experience drafting legislation or rules.
  • Working experience with federal and state regulatory requirements related to insurance. Knowledge of and experience applying the state Administrative Procedure Act.
  • Active member of a State Bar Association.
  • Working experience with the National Association of Insurance Commissioners.
  • Advanced or above software skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
