Police Mental Health Clinician

Chicago Police Department

Number of vacancies: 03

This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

ESSENTIALDUTIES

  • Manages short and long-term caseloads of clients enrolled in the Chicago Police Department’s Professional Counseling services
  • Conducts clinical assessment services reviewing factors such as level of risk to the individual and/or others due to the crisis; contributing environmental, medical, psychiatric, and/or interpersonal factors
  • Responds to incident scenes, hospitals, sworn personnel homes, etc., providing trauma, emergency crisis intervention, and MENTAL HEALTH evaluations to provide care and to ensure compliance with department directives and professional standards on a 24/7 basis
  • Assists at incident scenes and hospitals, stabilizing the crisis and helping individuals connect with family, friends, or a community resource
  • Conducts trauma debriefings in accordance with the Traumatic Incident Stress Management Program (TISMP)
  • Identifies the signs of emotional and psychological trauma and helps manage stress and MENTAL HEALTH strains that may occur after a critical incident
  • Works in conjunction with higher-level clinical personnel to develop crisis plans to decrease the potential for future crisis occurrences in conjunction with sworn personnel and their families
  • Works with supervisory staff to make determinations when individuals require a higher level of clinical support and facilitate referrals Tracks program utilization and ensures program and services meet the needs of CPD individuals and families
  • Conducts training sessions and speaks at department trainings and roll calls on various topics pertaining to emotional and behavioral issues to promote services offered in the Professional Counseling Division
  • Completes appropriate case notes, documentation, and disposition of cases in accordance with established guidelines and department protocols
  • Provides outreach, assessment, engagement, and follow-up to support individuals in need
  • Identifies and links individuals to needed community, medical, and psychiatric resources
  • Responds to requests for MENTAL HEALTH CLINICIANs during off hours as required
  • Maintains client confidentiality is upheld at all times

Standard work hours: 35 hours weekly / 24 hours on-call

Qualifications


Qualifications - External

MINIMUMQUALIFICATIONS

Education,Training,andExperience

Graduation from an accredited university with a Master’s degree or higher in Social Work, Counseling, Psychology, or a directly related field, PLUS two (2) years of counseling or crisis intervention work experience

Licensure, Certification, or Qualification

  • Possession of one of the following certifications:

o Licensed Professional Mental Health Counselor (LPMHC)

o Psy.D., of Ph.D.

o Licensed Certified Professional Counselor (LCPRC)

o Licensed Clinical Social Worker (LCSW)

o Licensed Master Social Worker (LMSW)

o A Valid State Illinois driver's license is required


Selection Criteria

This position requires applicants to complete an interview. A two (2) page written Case Study – typed and single spaced will be required before the time of interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written part of the interview will be selected

Preference will be given to candidates possessing the following:

  • LCPC/LCSW or higher level
  • Trauma and law enforcement experience
  • 5 years or more of clinical experience
  • Five (5) years or more of clinical experience

VETERANS PREFERENCE: The City of Chicago offers Veterans Preference to both current active military personnel AND military personnel who have served in the Armed Forces of The United States and have received an honorable or general discharge. The preference granted under this section shall be in the form of preference in processing. Eligible candidates must have at least six months (180 days) of active duty documented. To receive the veteran’s preference, candidates need to indicate whether they are a veteran by answering "YES" or "NO" to the question on the online application AND attach one of the following documents:

  • DD214—Member Copy 4. The copy must include discharge status, which is found on the Member Copy A letter from the United States Veterans Administration on official stationery stating a minimum of 180 days of active duty service and character of service. This letter must also include a copy of the applicant's Military ID.
  • OR Active military personnel must attach a letter from their Commanding Officer on official stationery verifying a minimum of 180 days of Active Duty, and length of service, and must include the character of the service status in the Armed Forces of the United States. This letter must also include a copy of the applicant's Military ID.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
