SUMMARY
The Planning and Development Director is responsible for assessing the planning needs of the agency and its programs, aligning available resources and overseeing activities to address these needs in the most efficient manner, and promoting the work of the agency and its programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, and other duties may be assigned as required because of the evolving environment of communications and federal/state funding regulations:
Oversee the design and/or implementation of research and planning projects and surveying, such as the agency’s Community Needs Assessment, to identify and examine issues affecting low-income people.
Work with the Board of Directors, staff, and advisory groups to assess needs and determine priorities for short- and long-term Strategic Planning.
Organize, lead, and report on efforts to implement the Office of Economic Opportunity’s (OEO) Results Oriented Management and Accountability (ROMA) throughout the agency, including the organization of an outcome-based work plan. Assist programs in developing operations and evaluation processes in support of the work plan.
Write grant narratives and assist with grant writing initiatives and edits. Research potential public and private funding sources to support agency initiatives. Coordinate the submission of all grants for the agency.
Complete the bi-annual combined Federal Community Services Block Grant (CSBG) and Minnesota Community Action Grant (MCAG) application with the fiscal director, executive director, and program directors. Submit all required reports for the agency’s Community Action funding and for programs as required. Work with executive director and fiscal department to be cognizant of the budget of CSBG/MCAG.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) in public administration, business management, English/writing, marketing or related from four-year college or university required. Two to three years related experience and/or training; or equivalent combination of education and experience.
