Description
WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $50,918.88 to $76,174.97 annually an employee within this position will also be eligible for the following:
  • General Salary Increase - 3.5% effective December 22, 2024.
  • New Hire/Retention/Referral Incentive - New hires may be eligible for a one-time New Hire incentive up to 10% of the current annual base wage. SEIU 721 MOA 2022-2025, Article 38 (Secs. 3801 - 3803).
  • Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
  • Bilingual Incentive - Incumbents may also be eligible for bilingual Incentive depending upon operational needs and certification skills.
  • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Annual Leave Redemption -After 14,560 hours of continuous County service (equivalent to seven (7) years) an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans - Full time regular employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per pay period, tier two for employee plus one is $730 per pay period and tier three for employee plus family is $905 per pay period.
  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan - Participation in the County's defined benefit plan.
  • Holidays -12 paid days per year which includes a scheduled floating holiday.
VENTURA COUNTY
The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the following cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area.
Ventura County is a "general law" county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction. It focuses on serving its residents by promoting engagement, strategy, execution and accountability to include diversity, equity, and inclusion initiatives to ensure that all employees are treated with respect and without discrimination, and to improve culturally appropriate outcomes for community members.
THE AGENCY
The primary goal of the Resource Management Agency (RMA) is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. RMA includes five divisions: Environmental Health, Planning, Building &Safety, Code Compliance, and Operations/GIS.

THE DIVISION:
Building & Safety is a division of the Resource Management Agency of the County of Ventura. Our objective is to ensure that new and remodel construction adheres to state and local laws for building, electrical, mechanical, and plumbing codes.
The Building Safety Division promotes and insures that all new development in the County of Ventura is constructed in accordance with the highest standards of safety and that all existing structures are maintained in a safe condition. The Building Safety Division achieves this goal by issuing permits and conducting field inspections of construction work for compliance with those codes. Building Safety is responsible for enforcing various requirements associated with planning, zoning, and property maintenance as outlined in the Ventura County Building Code. This is achieved through the Building Safety's Code Enforcement Section.
THE POSITION:
Under immediate (I) to general (II) supervision, performs work leading to the acquisition of a thorough knowledge of applicable codes, laws, regulations, practices, ordinances and policies in the Building and Safety Division of the Resource Management Agency; and performs related duties as required.
The ideal candidate will have experience working in a Government agency or in the private sector directly involved in working with government agencies and their regulatory process such as permit processing, or a related function; an Associate's Degree in Construction Technology or related field or certification by the International Code Council as a Permit Technician; basic knowledge of building construction methods and materials; excellent communication skills in handling customers expeditiously and professionally; strong organizational skills; cash handling experience; and strong team player experience.
DISTINGUISHING CHARACTERISTICS:
RMA Technician I - Building and Safety is the entry level position in the Building and Safety job series. Incumbents are expected to develop a variety of skills and abilities and are gradually given more responsible assignments with less supervision until they are proficient enough to be assigned to the II level.
PAYROLL TITLES & APPROXIMATE SALARY:
Resource Management Agency Tech I-Building & Safety: $24.48 - $34.18 per hour
Resource Management Agency Tech II-Building & Safety: $26.23 - $36.62 per hour
Resource Management Agency, Building & Safety Division, RMA Tech I/II-B&S are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.
EDUCATIONAL/BILINGUAL INCENTIVE
Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties
Duties may include, but are not limited to, the following:
  • Performs research for special projects related to division records and/or issuance of building permits.
  • Reviews and processes permit applications and agency clearances, including electronic submittals for construction projects to ensure they are complete and accurate, and submit for review to other Department staff.
  • Advises the public and/or design professionals regarding applicable codes, ordinances, policies, and requirements.
  • Tracks the status of permit applications and plan reviews through the plan review process.
  • Calculates and collects fees and assessments for construction projects in accordance with applicable County ordinances.
  • Issues building permits and other Building and Safety permits for construction, such as plumbing, mechanical and electrical permits.
  • Assists with scheduling inspections for inspection staff, when necessary.
  • Maintains building department files and records.
  • Receives complaints of alleged violations and forwards to appropriate enforcement staff.
  • Assigns street address numbers for new buildings in accordance with the established numbering system.
  • Performs other related duties as required.

Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
RMA Technician I - Building and Safety:
Some experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by at least six months related experience with a governmental agency or specific college coursework. Desirable experience and knowledge would also include computer data entry, International Code Council (ICC) Permit Technician OR International Conference of Building Officials (ICBO) certification, and code-related college coursework.
Substitution for Resource Management Agency Technician I - Building and Safety: Other special training/experience pertinent to the specific tasks may be considered if appropriate to the position.
Resource Management Agency Technician II - Building and Safety
Some experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by at least twelve (12) months of experience as a RMA Technician I or twelve (12) months experience with another building department in a similar position.
NECESSARY SPECIAL REQUIREMENTS
  • Possession and maintenance of a valid California driver license.
  • Must be able to perform tasks which include lifting and carrying up to 30 pounds; bending; stooping; and reaching above shoulder level.
  • Must be willing and able to work in both the Ventura and Simi Valley Office as needed.
DESIRED
  • Permit Technician Certification from the International Code Council (ICC).
  • Experience communicating with the public, clearly and effectively, both orally and in writing.
  • Experience working in a government regulatory function involving a high volume of interactions with other divisions and outside agencies for overall process improvement and services.
  • Good customer service skills
  • Experience reading and interpreting blueprints, construction drawings and plans, specifications, and construction related documents.
  • Cash handling experience, making change, including end of shift reconciliation experience.
  • Experience with Geographic Information Systems (GIS).
  • Experience working with electronic queue, permit, or plan review systems (i.e., Bluebeam or CAD).
  • Associate's or Bachelor's degree in a Building & Safety related field.
KNOWLEDGE, SKILLS and ABILITIES

  • Building and Safety codes, ordinances, policies, and procedures as it relates to the issuance of various building, demolition, and maintenance permits such as new buildings and structures, additions/alterations, plumbing, mechanical and electrical.

  • Perform arithmetical calculations and handle cash to ensure accuracy of calculations of various building permit fees such as application processing, Plan Review, Building Inspection, and Issuance Fees.
  • Read and interpret blueprints using Bluebeam or Computer Aided Design (CAD) or similar software, maps using Geographic Information Systems (GIS) or similar software, and soil investigation reports to update permit tracking system.
  • Communicate effectively orally and in writing.
  • Exercise discretion and project a professional image through in-person, phone, online, and e-mail while maintaining effective working relationships including the public, architects, engineers, and contractors in a courteous and tactful manner in all aspects of business.
