The Human Resources Branch is recruiting to fill one (1) Staff Services Manager I position located in Sacramento.
Under the direction of the Staff Services Manager (SSM) II, the SSM I is a working level manager responsible for supervising the activities of a team of analysts in addressing all areas of Performance Management. The SSM I, Performance Management Unit, ensures consistent and appropriate application of disciplinary resolutions to employee problems. Duties include but are not limited to:
• Plan, organize, direct, coordinate, and evaluate the activities and performance of analytical staff engaged in a variety of Performance Management matters such as: employee performance and conduct issues, the civil service progressive discipline process (preventative, corrective, and formal adverse action phases), rejections during probationary period, automatic resignations/Absence without Leave (AWOL), denials of merit salary adjustment (MSA) or range change, terminations with fault, etc.
• Evaluate and counsel staff regarding job performance and prepare probation reports and Individual Development Plans. Ensure that staff has the necessary tools, equipment, and training to effectively perform the essential functions of their positions. Develop training and work plans for staff. Approve/deny leave requests and ensure adequate operational coverage.
• Consult and advise all levels of management concerning job expectations memos, employee probationary reports, and performance appraisals. Consult with, advise, and make recommendations to all levels of management relative to State and Federal laws, rules, and regulations, Department policies, practices, and procedures, and bargaining unit contract provisions, as it pertains to Performance Management.
• Participate in meetings, on/off site or virtually, with HRB staff, all levels of program management, the Office of Civil Rights staff, Executive Office and Legal staff, external Legal, the California Department of Human Resources, the State Personnel Board, and/or union representatives to discuss and resolve personnel issues.
• Review and edit job expectations memorandums, counseling and corrective memorandums, MSA denials, range change denials, terminations with fault, AWOL notices, and other related documents prepared by program and/or DAA management.
• Draft Informal Letters of Reprimand, formal adverse actions, medical actions, non-punitive actions, and notices of rejection during probationary period.

Working Conditions
Duties of this position are primarily conducted indoors. The HRB has cubicle offices furnished with modular office equipment including overhead storage, filing drawers, and bins. Each staff will be assigned a laptop computer with email and various software and a cell phone to conduct the required duties.
Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy. The incumbent will be required to report to the office site during the onboarding phase. After the onboarding phase, the Human Resources Branch staff currently report to the office site one day a week. Specific telework schedules may be discussed further during the interview process.
This position is located in HRB and is privileged with access to confidential information. The employee acknowledges sensitive and/or confidential information is not to be discussed, copied, or shared with unauthorized personnel outside of HRB.
Travel by State vehicle or other public transportation systems to various locations throughout the State may be required on an occasional basis.

Department Information
The Human Resources Branch (HRB) is responsible for all facets of the California Department of Food and Agriculture's (CDFA) personnel management to include classification analysis, Performance Management, examinations, labor relations, training, and disability management. The HRB also provides personnel services and support for California's District Agricultural Associations (DAAs).
Special Requirements
The SOQ should be no longer than two pages in length, single-spaced, with 1" margins all around, Arial font, and 12-point size. Applications received without the SOQ may be rejected. Each question must be addressed one at a time (i.e.: first provide a complete and independent response to Question #1, then a complete and independent response to Question #2) for consideration. Additionally, each response must be numbered and include the full text of the question being answered prior to each individual response to clearly indicate which question you are responding to.
1) Describe your human resources experience as it relates to employee discipline, labor relations, interpreting personnel laws/rules, and providing advice and direction to departmental managers, up through executive level managers.
2) Describe your experience in supervising, directing, and evaluating the analytical work of subordinate staff.
