Position Type/Title: Non Union, Payroll Coordinator
Building/Department: Administrative Office/Business Office
Reports to: Director of Finance & Business
Purpose:
Works with limited supervision while providing accurate and systematic payroll services.
Professional Qualifications
Required:

  1. Associates Degree in Accounting/Finance/Business
  2. Knowledge and practical experience regarding basic computer skills, including word processing and spreadsheet applications.
  3. Ability to maintain payroll records on computer
  4. Ability to work independently and make decisions in accordance with established policies and regulations.

Preferred:
  1. Bachelor's Degree in Accounting/Finance/Business
  2. Knowledge and practical experience beyond basic payroll processing
  3. Experience in school accounting and reporting
  4. Experience with budget promotion and control

Principal Duties and Responsibilities:
(These duties and responsibilities are judged to be "essential functions" in terms of the Americans with Disabilities Act or ADA)
  1. Responsible for payroll systems coordination.
  2. Process regular and special payroll runs.
  3. Responsible for staff member bi-weekly reimbursement pay run.
  4. Prepares, balances and maintains all payroll records including payroll taxes, retirement contributions, tax deferred purchase payments, deductions, annuities, etc. for multiple collective bargaining units, hourly employees, administrators and other employees .
  5. Process completed checks for distribution.
  6. Responsible for proper coding, account distribution, and taxes.
  7. Assists with unemployment and workers' compensation claims and provides reports and information for annual workers' compensation insurance audit.
  8. Work with the Business Office in processing all contracts, contract changes, and adjustments as approved by the Board of Education.
  9. Responsible for all payroll reports, state taxes, federal taxes, unemployment and retirement.
  10. Responsible for the distribution of monies to annuity companies, health insurance, retirement, union dues, and any other payroll deductions.
  11. Manage leave time system and entries to leave banks.
  12. Print employee contracts and total compensation statements.
  13. Prepare payroll hourly and contract increases
  14. Track and approve unemployment bills.
  15. Responsible for Benefit Bill processing
  16. Record all deposits made at bank and via EFT
  17. Responsible for Michigan Public School Employees Retirement System (MPSERS) new and terminated employee forms, monthly reports and quarterly reports.
  18. Provides for the accurate preparation and distribution of W-2s.
  19. Assist in preparation of budgets and staffing forecasting.
  20. Assist in year-end procedures including grants accrual, prepaid expenses, staff accrual, etc.
  21. Assist in the annual audit process as well as any other audits.
  22. Represent the school district in a positive manner
  23. Know and follow school district policy and chain of command
  24. Regular & reliable attendance
  25. All other duties as assigned

Language Skills:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving concrete variables in standardized situations.
Other Skills & Abilities:
Ability to operate a personal computer with database, spreadsheet, and word processing applications. Ability to develop effective working relationships with students, staff, and school community. Ability to communicate clearly and concisely, both orally and in writing. Ability to perform duties with awareness of all district requirements and Board of Education policies.

While performing the duties of this job, the employee is regularly required to sit, talk, hear and operate a computer.. The employee is occasionally required to stand; walk; and reach with hands and arms. The employee must occasionally lift and or move up to 10 pounds, such as payroll reports. Specific vision abilities required by this job include close vision and depth perception.

The noise level in this environment is usually quiet. Position usually demands meeting deadlines with severe time constraints.
Terms of Employment: Salaried, non exempt. 12 month position, 260 days. 8 hours per day, 30 minutes, unpaid lunch. Business Office hours are from 7:30-4:30. Schedule could be 7:30-4:00 or 8:00-4:30. Salary, terms and other conditions of employment established by the Board of Education
