Current vacancy is with the Health & Human Services Agency located in Visalia.Resolve incidents with the billing process and or systems by working closely with the Medical Billing Manager, billing system staff, clinic staff, and insurance companies; gather, assemble, analyze, and evaluate facts, draw logical conclusions and make appropriate recommendations; ensure high quality, timely completion of work, accurate data entry, and efficient processes; act as a liaison with clinical staff to establish and determine common items of concern and determine whether a pattern exists; bring findings to the Medical Billing Manager in order to bridge solutions with clinical staff; work in close liaison with the Coding Specialist on any coding or documentation related items; assist management with writing and or updating policies and procedures for staff; verify insurance carriers, diagnosis codes, and procedure codes are kept up to date in the billing system; delegation to others when appropriate, using training, coaching, and on the job experience; helpful and supportive communication with management and peers.Education: Equivalent to completion of the twelfth (12th) grade
Experience: At least two (2) years of experience equivalent to a Patient Accounts Representative or at least two (2) years of experience in an equivalent Health or Mental Health Billing system.
Knowledge of:Medical Terminology; current Procedural Terminology, Healthcare Common Procedure Coding System, International Classification of Diseases 9 and 10; Covered Benefits, billing requirements, and procedures for government programs and/or third party payers; Health Insurance Claim Forms; Insurance guidelines especially Medi-Cal/Medicare, Mental Health and Substance Use Disorder (SUD) billing guidelines, and or FQHC regulations/billing guidelines; accounting practices and procedures common to accounts receivable; strong computer program knowledge in Microsoft (e.g., Word, Excel, etc.); complex computer systems, especially billing systems; developing policies and procedures; HIPAA rules and regulations.
Skills/Abilities to:Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; write and print clearly, uniformly and legibly; run various billing analysis reports, evaluate the accuracy of the reports, and liaison with the Billing Manager, Clinic staff, and IT department, as needed, to develop or explain the reports; analyze and identify patterns with claims denials and other potential billing issues; communicate effectively using strong conflict resolution skills; develop good working relationships with insurance company representatives; take initiative and have a high degree of independence; create and implement new policies and procedures; schedule and delegate tasks among multiple staff members and ensure that work is completed; continually improve internal processes and adapt to a changing environment; interact successfully and consistently with members of the public, management, and other Agency staff, accurately representing and projecting a positive image of HHSA; report to work on time each day unless scheduled absent and thereafter maintain satisfactory attendance levels in accordance with applicable County personnel rules, and ensure that the designated assigned work schedule is continually met and maintained; provide or arrange for transportation to and from the assigned work location at the designated scheduled work times; remain flexible to changes in workloads and stress of meeting deadlines; follow verbal and written instructions.
License/Certificate;Possession of, or ability to obtain, an appropriate, valid California driver's license.
