Who We are Looking For:
Groundswell is seeking a Part-Time Program Analyst to join our team. As a Program Analyst, you will be a critical member of the team ensuring program delivery excellence. You’ll work closely with program and project managers and collaborate with the HR, Finance, Contracts, and project teams. This role allows for skill building and mastery across areas including project reporting, project staffing, and project financials. This is an excellent opportunity for a professional looking to build project management skills.
What You’ll Do:
Support the project managers and/or program managers in creating, reviewing, and finalizing contract deliverables including (but not limited to):
Prepare monthly contract and project status reports for management review
Prepare monthly financial reports (estimates at completion, burn reports, etc.) using provided templates and updating according to any project or staffing changes
Review monthly invoices for quality and accuracy
Track contractual and project due dates to completion
Assist hiring managers with drafting position descriptions and support the on/offboarding process for team members
Coordinate travel requests and review/approve travel expense reports ensuring Federal Travel Regulation (FTR) compliance
Draft and update program templates and Standard Operating Procedures (SOPs) as needed
Review contract data to prepare project kick-off, monthly, and quarterly review presentations using provided templates as needed
Review and draft responses to contract modifications and change requests as needed
Support the standardization of processes across the program for consistency, efficiency and effectiveness
Required Qualifications:
At least 2 years of relevant professional-level work experience
Must be able eligible to obtain Public Trust clearance
Strong program coordination and administration abilities
Proactive and highly organized, with strong attention to detail and follow through with the ability to handle multiple, complex tasks and establish priorities
Good critical thinking and problem-solving skills
Strong communication and interpersonal skills
Ability to thrive in a fast-paced environment and work well under pressure
Highly proficient in using Microsoft Office Suite, especially Excel
Preferred Qualifications:
Bachelor’s degree in business, accounting, or a similar field preferred
Experience in local, state, or federal contracting is a plus
Salesforce proficiency is a plus

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $25/hour to $33/hour.
