General Job Information
Job Summary

The position is located in District Department of Transportation (DDOT), Operations Administrations, Street and Bridge Maintenance Branch. The incumbent in this position provides a variety program analysis function and conducts studies of programs within an assigned organization. The purpose of the program studies and analyses is to improve the efficiency and effectiveness of organ9zational structures, to assess organizational and program problems and recommend solutions; and to review and evaluate the potential effectiveness of proposed organizations and programs.

Duties and Responsibilities

The incumbent conducts analyses on programs of limited scale. Conducts program analysis concering all aspects of assigned operating programs for actual or potential effectiveness in achieving planned goals and objectives. The incumbent will conduct program surveys, aduits, projects, and provides advisory services on issues related to program (s). Gathers and organizes information from a variety of sources such as records, computer files, previous studies, and interviews, analyses information to identify issues and isolate problems, develops solutions and measurements of productivity and effectiveness for use by other, develops detailed briefings and reports of findings and recommendations, and convinces other to implement recommendations. Organizes and delivers briefings to present finds, solutions, and recommendations to managers, and prepare option papers and similar staff reports.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Specialized experience must demonstrate the following: Identifying, collecting, and analyzing appropriate information, and presenting findings.

Position Designation: This position has been subject to enhanced suitability pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designations: This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12. As such, your service may be required in emergency situations to perform crucial duties, e.g., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
