GENERAL PURPOSE
Performs a variety of semi-skilled and technical tasks in the maintenance and operation of buildings, grounds, open spaces, right-of-ways, and parks and recreation systems.
SUPERVISION RECEIVED
Works under the general supervision of a Parks Operations Supervisor and Park Operations Assistant Supervisor.
SUPERVISION EXERCISED
May act as a lead worker for Equipment Operator I, Equipment Operator II, Part-Time Laborers, and supervise community service workers or temporary employees as required and assigned.
Examples of Duties / Knowledge & Skills
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serves as the lead worker in mowing and maintaining park and open space areas such as parks, open spaces, right-of-ways, exteriors of athletic field complexes and other areas as assigned.
Performs general park maintenance including mowing, weed eating, edging, weed control, heavy debris removal, and others as assigned.
Inspects, washes, and performs routine maintenance of park operations equipment including but not limited to vehicles, mowers, tractors, and others as assigned.
Assists in the training and/or supervision of lower level employees or community service workers.
May be required to sweep, wash, paint, and complete repairs or replacements of amenities at parks and open spaces such as pavilions, benches, trash cans, and more.
Assists with the management and maintenance of nature resources, such as trees, grasslands, and more, located in and around parks and open spaces within the City of Deer Park.
Performs semi-skilled interior building maintenance such as painting, plumbing, carpentry, and other unskilled and semi-skilled trades work on an as needed basis.
Performs routine maintenance on lawn and power equipment.
Maintains ornamental lawns, trees, shrubs, and flowers located in or around park areas, open spaces, and some city facilities.
Operates tractors, mowers, front end loaders, man lifts, bucket trucks, jack hammers, welders, trucks, steam cleaners, buffers, washers, and other listed equipment as needed.
Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions.
Collects and disposes of solid waste from buildings and grounds; picks up litter from premises.
Opens and closes, locks and unlocks facilities as needed.
Assists in setting up and taking down equipment for various park and recreation programs, prepares facilities for park and recreation program use.
Assists in the construction of new parks facilities, including clearing, grading, drainage, and foundation work.
Keeps records of work completed.
Assist with any additional job related tasks as instructed by the Park Operations Supervisor or Park Operations Assistant Supervisor.
PERIPHERAL DUTIES
Serves as a member of various employee committees, as assigned.
Drives recreation van on field trips as assigned.
Serves as a member of the City of Deer Park's Emergency Management team.
Minimum qualifications & Requirements
MINIMUM QUALIFICATIONS
Graduation from high school or GED equivalent, and
  1. Four years experience in repair and maintenance work, or
  2. Any equivalent combination of relevant education and experience.
  3. NIMS Certifications will be required for position.
  4. Valid state driver's license or ability to obtain one.
NECESSARY KNOWLEDGE, SKILLS and ABILITIES
Working knowledge of equipment, materials and supplies used in building and grounds maintenance; Working knowledge of equipment and supplies used to do minor repairs; Working knowledge of first aid and applicable safety precautions.
  1. Skill in the operation of listed tools and equipment.
  2. Ability to work independently and to complete daily activities according to work schedule; Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions; Ability to communicate orally and in writing.
  3. Ability to use equipment and tools properly and safely; Ability to understand, follow, and transmit written and oral instructions; Ability to establish effective working relationships with employees, supervisors, and the public.
  4. Knowledge of report and record maintenance principles and procedures.
  5. Ability to exercise sound judgment and make independent decisions in accordance with established City policies and procedures.
  6. May be required to obtain certifications or training in specialized areas, such as turf maintenance or athletic field maintenance, on an as needed and assigned by the Park Operations Coordinator.

DESIRED QUALIFICATIONS
  1. Herbicide applicator's license
  2. Certifications or education in skilled areas such as concrete, electrical, plumbing, or other applicable areas related to Park Operations.
  3. Experience in management and maintenance of natural resources such as grasslands, forestry, right-of-way management or similar job responsibilities.
  4. Commercial Driver's License (CDL) Endorsement or the ability to obtain all within 90 days of hire.

TOOLS AND EQUIPMENT USED
Pickup truck and 15 passenger van; lawn and landscaping equipment, including tractors, mowers, airifier, chain saw, edger's, weed trimmers, electric motors, pumps, sprinklers, irrigation systems; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, electrical, and cement finishing work; swimming pool equipment including chlorination system, pumps, boiler, valves, filtration devices, gauges, etc.; janitorial equipment including floor buffers, steam cleaner, carpet cleaners, washers, vacuums, mops, brooms, and dusting equipment.

The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. Must work outdoors in all kinds of weather, including both hot and dry and cold and wet conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock.
The noise level in the work environment is usually loud.
