- Mentor new Program Management Specialist (Budget) on the USAID ADS Program Cycle, especially with regard to annual budget planning and reporting, namely the OP, CNs and CBNs, PPR, and Portfolio Reviews.
- Provide support and guidance on USAID/Laos’ overall MEL requirements, guiding staff on the implementation of MEL activities across sectors.
- Provide guidance and recommendations to USAID/Laos on the conceptualization and strategic planning processes across sectors and with all key stakeholders and USAID teams as well as related strategies for the USAID Laos Country Representative Office senior management and U.S. Embassy Vientiane senior leadership.
- Provide high-level support and advice regarding bilateral USAID strategies, projects, and activities in relation to obligations of funding, in accordance with U.S. Government laws and regulations as well as overall USAID policies.
- Support the maintenance of strong relationships with host country counterparts regarding strategic interests and priorities, including the Government of Laos (GOL) national development plans (e.g., the National Socio-Economic Development Plan and other host country Development Frameworks).
- Support U.S. Embassy Vientiane's response to GOL requests for U.S. Government Foreign Assistance information; ensures these responses enhance the development partnership agreement between the GOL and USAID, including providing data regarding Official Development Assistance (ODA) as required.
- Assist the COR to coordinate with the U.S. Embassy Vientiane’s interagency and USAID/RDMA for inputs contributing to the Congressionally mandated budget-related reporting, including the Operational Plan, Performance Plan and Report, Congressional Budget Justification, and Mission Resource Request, and Indo Pacific Strategy.
- Support the management of program databases on current, proposed, or completed bilateral programs in close coordination with USAID/Laos technical offices and USAID/RDMA.
- Provide support and guidance on the preparation of the Portfolio Reviews, both for USAID internal purposes and for external stakeholders such as the GOL or development partners.
- Provide insight, knowledge and guidance based on the country’s context to advise leadership and technical teams on best practices for implementing the Program Learning Cycle.
- To the extent practicable, provide guidance and support to USAID/Laos to enact Change Management approaches to play an active role in USAID’s corporate efforts regarding Burden Reduction and Continuous Improvement, especially related to advancing principles that promote diversity, equity, inclusion, and accessibility.
REQUIRED EDUCATION & EXPERIENCE
- Master’s degree in international development, economics, or another related field;
- A minimum of 8 years of international development experience;
- Direct experience working with USAID required;
- Experience managing budgets;
- Strong interpersonal skills; and
- Excellent written and oral communication skills in English are required.
PREFERRED EDUCATION & EXPERIENCE
- Experience working in Laos; and
- Excellent written and oral communication skills in Lao.
