Operations Supervisor
Priority Closing Date: March 17, 2023, Open until Filled.
Anticipated Start Date: April 8, 2023
DEFINITION
Under the general supervision of the Director of Facilities and Planning, the Operation Supervisor plans, organizes, assigns, supervises, and participates in a variety of activities related to facilities maintenance, groundskeeping, and custodial operations; oversees the use and maintenance of the district transportation fleet, performs a variety of administrative duties in support of the Maintenance and Operations department.
DUTIES AND RESPONSIBILITIES:
The following duties are typical of those performed by employees in the classification, however, employees may perform other related duties not listed and not all duties listed are necessarily performed by each employee.
1. Plans, organizes, assigns, supervises, reviews, and evaluates the work of assigned Facilities Maintenance and Operations Department staff in accordance with District guidelines, personnel policies and procedures and collective bargaining contracts.
2. Assist in the development and implementation of goals, objectives and policies/procedures related to the facilities, maintenance and operations department.
3. Oversee and maintain current Safety Data Sheets (SDS).
4. Design, layout, and maintain a building cleaning system of all campus facilities for routine schedule and manage preparation, set up, tear down, and clean up for events.
5. Assign work orders through the electronic work order system, ensure timely completion and close out of work orders; utilize Web-Based Maintenance Management Software to plan and establish priorities.
6. Assist with management of electronic timecards, time off requests and establish work schedules for classified employees and student workers in assigned areas.
7. Obtain price quotes for supplies, material, and equipment, ensure availability, order, and schedule material deliveries.
8. Prepare and submit for approval purchase orders, budget transfers and journal entries for Facilities Maintenance and Operations Department in Banner, assist in budget preparation.
9. Responsible for coding invoices, reconciling purchases from credit card receipts and credit card statements, process invoices for payment through Accounts Payable.
10. Assist Director with contracts, requests for proposal and related documentation.
11. Assist with project planning and construction operations of the District’s capital construction projects and submit appropriate reports to the Chancellor’s Office (i.e. Fusion).
12. Assist in the coordination of construction activities and requirements with contractors, engineers, architects, consultants and outside agencies, as well as between department units and district officials. Initiate and participate in communications and problem solving.
13. Oversee the inspection of shipments of materials, equipment, and supplies received to ensure compliance with purchase order / quote specifications; identify and report shortages, damaged goods, and other discrepancies.
14. Maintain inventory records of assets; prepare documentation; evaluate and coordinate disposition of surplus property, conduct surplus sales per district policies and procedures.
15. Plan, coordinate and direct key control and key inventory systems. Work with Human Resources to ensure that all required procedures for the issuing are return of keys are followed.
16. Attend, conduct and participate in meetings, seminars, committees.
17. Must be available for and respond to call-ins during off hours and weekends as requested.
18. Assist with the development, oversight, evaluation, and maintain records and reports for Facilities Maintenance and Operations Department.
19. Plan, organize, supervise, and assist in the functions of operations associated with the ordering, shipping, receiving, marking for inventory, storing, and issuing of materials, supplies, and equipment.
20. Process transportation requests and schedule vehicles for college personnel travel, field trips, and athletic team travel.
21. Responsible for collection of fleet vehicle keys, credit cards, credit card receipts and associated paperwork upon return of fleet vehicle(s).
22. Maintain files for drivers logs and Department of Highway Patrol forms, vehicle records, serve as point of contact for scheduled annual Department of Highway Patrol audits; coordination with Human Resources.
23. Operate equipment and vehicles including trucks, forklifts, golf carts, and pallet jacks.
24. Promote cooperative working relationships with department staff and campus community.
25. Report potential safety, sanitary, and fire hazards, recommend and implement policies and procedures, including standard operating procedures.
26. Prepare and submit periodic reports to the Director of Facilities and Planning regarding Facilities Maintenance and Operations activities, plans, and needs.
27. Act in the absence of the Director of Facilities and Planning.
28. Performs other duties as required.
MINIMUM QUALIFICATIONS:
Education and Experience:
Associate of Arts degree three (3) three years increasingly responsible experience in one or more of the following areas: facilities, maintenance and/or operations, minimum of 1 year of prior lead or supervisory experience.
OR
High school diploma or equivalent and five (5) years of increasingly responsible experience in one or more of the following areas: facilities, maintenance and/or operations, minimum of 1 year of prior lead or supervisory role.
Increasingly responsible, successful supervisory experience involving facilities maintenance and repair.
Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and community college students and of staff and students with physical and learning disabilities.
Desirable Qualification
Banner Experience
Prior experience working with systems such as IssueTrack or SchoolDude
Experience working within an automated timekeeping system and HRIS.
Prior experience in an educational setting
Licenses and Other Requirements:
Valid California driver’s license.
Knowledge of:
Proper lifting techniques.
Computer and office equipment.
Operations and activities involved in the cleaning and maintenance of college facilities and grounds.
Methods and techniques used in general cleaning and maintenance activities.
Applicable building codes, ordinances, regulations and health and safety requirements.
Work order software; and Microsoft Software such as Excel and Word.
Ability to:
Interpret laws, rules, and regulations pertaining to procurement, health, and safety.
Compile clear, accurate reports, record-keeping techniques.
Coordinate / facilitate meetings.
Establish and maintain effective working relationships.
Develop a preliminary budget and maintain expenditures within budget.
Effectively supervise staff.
Plan, organize, and direct operations involved in inspection, cleaning, maintenance and repair of college facilities and grounds
Operate a district vehicle.
Work independently with little direction.
PHYSICAL REQUIREMENTS:
1. Ability to work at a desk, conference table or in meetings of various configurations.
2. Ability to stand and circulate for extended periods of time.
3. Ability to see for purposes of reading laws, codes, rules, policies and other printed matter.
4. Ability to hear and understand speech at normal levels.
5. Ability to communicate so others will be able to clearly understand a normal conversation.
6. Ability to lift 50 lbs.
7. Ability to carry 500 lbs.
8. Ability to bend, twist, run, and jump.
9. Ability to work at heights.
10. Ability to ascend and descend a ladder.
11. Ability to reach in all directions.
PAY RANGE
This position is Grade 11 on the Administrator Salary Schedule, with a range of $74,874-$101,374 annually. This is a full-time position and is eligible for participation in the District's benefit plans.
