The primary purpose of this position is: On behalf of the commander, exercises second level supervisory and managerial authority over Air Mobility Command's largest Aerial Port Squadron (APS) on the West Coast of the United States. Directs all aerial port and traffic management activities and functions for five flights with 475 funded military/civilian authorizations.Qualifications: Conditions of Employment Continued:
"This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Duties will require incumbent to routinely work in industrial areas, active flight line operations, earth-hardened munitions storage areas and inclement weather, as well as the noise and safety hazards associated with operational aircraft and materials handling equipment.
Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
This position is designated as a Key Position IA W AFI 36-507. The incumbent must meet all requirements of key positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against COVID 19, anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW. DoDI 3020-42, Defense Continuity Programs."
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; extensive knowledge of a wide range of air and surface transportation/logistics management concepts, principles, practices, procedures and regulations applicable to effectively and efficiently direct cargo/passenger processing and movement during peacetime and wartime conditions. Must be well versed in cargo/passenger terminal processes and have extensive working knowledge of modem mechanized material handling systems to include vehicle and equipment support; and thorough knowledge and understanding of industrial safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of a wide range of air and surface transportation/logistics management concepts, principles, practices, procedures and regulations applicable to effectively and efficiently direct cargo/passenger processing and movement during peacetime and wartime conditions. Must be well versed in cargo/passenger terminal processes and have extensive working knowledge of modem mechanized material handling systems to include vehicle and equipment support.
2. Thorough knowledge and understanding of industrial safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet mission/program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
6. Knowledge of management principles, career field specific on-the-job training and formal aerial port training programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
