The Data Architecture, Transformation and Analytics (DATA) Division of Employment Security Department (ESD) supports the agency mission and the employment process by providing businesses, individuals, and other customers with the labor market information they need to succeed in a changing economy. The Operations Research Specialist position contributes to the achievement of the organization's mission by conducting comprehensive program evaluation, delivering products and services at the local and state level, providing technical support to clients, and operating as the informational and communications link between the department, the customers, and the general public.

Duties
The Operations Research Specialist will direct and oversee program evaluations and scientific research to improve the operations of workforce programs and delivery of services, and develop statistical and data analyses (e.g., randomized controlled trials and quasi-experimental analyses). They will collaborate with stakeholders, produce high-quality reports, and contribute to projects aimed at improving jobseekers' outcomes and ensuring equity in unemployment insurance provisions.
Some of what your duties may look like:
  • Define scope of research, project goals, objectives, methods, and plans.

  • Conduct comprehensive literature review of program evaluation and workforce policy impact studies to build knowledge to improve estimation and data manipulation techniques.

  • Gather, prepare, explore, and clean raw data to be used in the analysis.
  • Develop research methods and procedures and econometric models to analyze data and estimate impacts.

  • Using statistical software programming languages (for example, R), mathematical models, and descriptive and advanced inferential statistical techniques analyze data and interpret results.

  • Carry responsibility for final reports, conclusions, recommendations, and for all technical and/or project-based decisions related to the assigned evaluation projects.

  • Extract and share data with customers according to the business needs and confidentiality requirements.

  • Coordinate intra- and inter-agency review processes and incorporate them into the evaluation plan to ensure timely delivery of the products.

  • Share the study findings with internal and external stakeholders to encourage program staff to implement program changes.

  • Consult with program administrators and agency management to develop initial research questions; assess and refine them based on policy implications, feasibility and data requirement; design a research project including timelines and required activities and resources to address them.

  • Review, evaluate, and proofread work products completed by coworkers to ensure the highest quality products possible.

Qualifications
  • A Master's Degree in Operations Research, Management Science, Statistics, Science (including Social Sciences with strong quantitative analysis, for example, Economics), Mathematics and/or Computer Science, or related field; AND three years' demonstrated experience in one of the above areas; A Ph.D. may substitute for two years of the desired experience. OR a combination of education and/or relevant experience.

  • Knowledge of: The body of logic principles, practices, and methods in the specialty field; statistical theory and techniques; research design and methods; complex methods of problem solving; purposes and objectives of agency research programs and activities.

  • Ability to: develop, organize, direct difficult research; lead coordination of highly complex statistical projects; acquire data from the most complex data management systems; analyze and interpret complex data; write clearly and concisely; supervise and coordinate the work of others; deal practically and effectively with others in a staff relationship; proficient use of visualization tools, organize and prepare professional reports that Reason logically, draw valid conclusions and make appropriate recommendations.

Special Requirements/Conditions of Employment:
  • Professional experience working with causal impact evaluation methods such as Randomized Controlled Trials, Interrupted Time Series, Propensity Score Matching, Regression Discontinuity, Instrumental Variable Regression, and/or Difference-in-Differences. Course work in quantitative methods for program evaluation and computer programming may be substituted for the required professional experience.

  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
