Job Description

The Network and Computer Systems Administrator’s role is to ensure the stable operation of the computer networks. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and communication links. They will also analyze and resolve end user hardware and software computer problems in a timely and accurate fashion and provide end user training where required.


This is a professional position and work is performed under the general supervision of the Aerial Operations Director; however, the employee is expected to work independently of supervision and is required to exercise initiative, discretion, and good judgment in carrying out duties.

The Network and Computer System Administrator will also serve as the Custodian of Public Records for Pasco County Mosquito Control District and be responsible for documenting, responding, and fulfilling requests in a timely manner according to the rules defined in the Florida Public Records Law.

ESSENTIAL FUNCTIONS

  • Manage Network security and implement updates as needed.
  • Develop and implement evolving security policies and procedures.
  • Coordinate security awareness training
  • Monitor the performance of computer networks, and other metrics related to network health and security.
  • Analyze and plan system capacity for maximum efficiency and cost effectiveness.
  • Analyze data to identify or resolve operational problems, determine specifications or requirements.
  • Assists in evaluating ongoing systems and new computer technological changes.
  • Collaborate with others to resolve information technology issues.
  • Conduct research to gain information about products or processes.
  • Coordinate resource procurement activities.
  • Create electronic data backup to prevent loss of information.
  • Design and maintain a system disaster recovery system.
  • Document network-related activities or tasks and operational activities.
  • Identify information technology project resource requirements.
  • Install computer hardware.
  • Install, configure, and maintain Windows operating systems and related software including on-premises servers.
  • Investigate and troubleshoot operational difficulties to determine if problems exist in communications lines, hardware, or software; resolve operational problems in remote and in-house computers and communication hardware.
  • Maintain an accurate inventory of all computer and peripheral equipment.
  • Maintain and ensure maintenance of computer and peripheral equipment.
  • Manage and administer the LAN (local area network) and WAN (wireless area network)
  • Manage user accounts, permissions, and groups using Active Directory, Microsoft 365, and Azure.
  • Notify direct supervisor and Executive Director of any computer related problems.
  • Optimize network performance and resource usage.
  • Oversees the creation, storage, and maintenance of data libraries and documentation.
  • Periodically review system requirements and recommend updates and/or changes.
  • Provide technical support for computer network issues.
  • Provide training to new operations staff and keep all personnel updated on new or changing department requirements and procedures.
  • Recommend changes to improve computer and/or information systems.
  • Serve as liaison with computer equipment vendors and internet service providers for the proper installation, operation, and maintenance of computer Network and telephone systems.
  • Track software licensing compliance.
  • Update knowledge about emerging industry and technology trends.
  • Work with software vendors to develop and streamline usage, troubleshoot, manage, and update operational software.
  • Maintain Apple devices with Apple Business Manager (ABM) and JAMF.
  • Serve as Records Retention Agent as well as the Public Records Request Custodian for the District and responsible for scanning, reporting, and organization of records as required.

JOB REQUIREMENTS

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Must possess a Bachelor’s degree specializing in computer technology and/or related field.
  • Minimum of five years of experience specializing in computer technology.
  • Microsoft Certified: Azure Fundamentals.
  • Microsoft Certified: Azure Administrator Associate.
  • CompTIA Certifications: A+, Security +, Network +, CIOS, and CSIS.
  • Vendor, Software, and Platform Experience.
  • Microsoft: 365, Azure, Office, SharePoint, OneDrive, Azure AD, Inturne, Entra, Exchange, and Admin Center.
  • Intermedia: Pop mail, Hosted exchange, and backup.
  • Elevate VoIP services, Partner Portal, Sharesync file hosting.
  • ConnectWise: Control, Manage, Automate, Huntress
  • Others: DUO Security, N-ABLE Passportal, hudu, Cloudberry cloud backup, Itava Cloud VCs, Barracuda Networks, Sophos, Ruckus Networks, Datto, Proofpoint, and BreachSecureNow.
  • Apple Business Manager (ABM)
  • Jamf
  • Experience working closely with leadership to accomplish projects and goals.
  • Experience in applying laws, rules, regulations, standards, policies, and procedures.
  • Experience in narrative report writing and abilities to create a training program if needed.
  • Possession of a valid Driver’s License.
  • Legally allowed to work in the United States.
  • Successfully pass the Florida DACS Public Health Pest Control Applicators exams (Core and Public Health) and certificate of within 6 months of hire date.
  • Must be able and willing to work at times outside the regular scheduled workweek to include evenings, weekends, and holidays.
  • Must be willing and able to work from on-site location.

Physical Requirements: Moderate physical activity is required on a regular basis including lifting up to fifty pounds while moving computers and other equipment, reaching, and pulling with arms and walking and climbing stairs.

Work Environment: Includes warehouses, office buildings, automotive shop, helicopter hangers, and vehicles. Occasional local travel is required. Working around chemicals, which are stored, handled, applied, and disposed of according to exact labeling instructions, is required occasionally.
