About Us


The Ohio Department of Aging (ODA) is a cabinet-level agency within the executive branch of the Ohio state government. The director of ODA is a member of the Governor's cabinet, serving as principal advisor and advocate for 2.8 million older adults and their families. Through services, supports, and activities that cover a wide spectrum of issues, ODA strives to achieve its mission to foster sound public policy, research, and initiatives that benefit older Ohioans.

ODA is the federally designated agency responsible for developing and administering multi-year state plans that advocate for, and provide assistance to, older Ohioans and their families. In addition to the centralized functions, the agency designates and contracts with community providers and a network of 12 Area Agencies on Aging, who manage a wide array of federal and state-funded supportive services. These services assist older adults to live as independently as possible; promote healthy aging and active community involvement; and support family members in their vital care giving role.

To promote the agency’s vision of Ohio – the best place to age in the nation, ODA actively collaborates with consumers, stakeholders from key associations, government, and the public. The Office of the State Long-Term Care Ombudsman and the Board of Executives of Long-Term Services and Supports are also located within ODA.

About the Office of the State Long-Term Care Ombudsman:


The Office of the State Long-Term Care Ombudsman (SLTCO) safeguards the rights of consumers of long-term care and other services throughout Ohio. The office's mission is to advocate for excellence wherever consumers live. Representatives of the office seek resolution of problems and advocate for consumers and residents of nursing homes and other long-term care settings, with the goal of enhancing their quality of life and care.

The Office has established the Ombudsman Regional Liaison role to support the implementation of Ohio’s next generation Ombudsman strategy. Leveraging data-backed insights and strategic deployment models, the strategy aims to strengthen the presence and performance of Ohio’s ombudsmen. By promoting statewide operational consistency and uplifting the voices of consumers of long-term care, Ohio can be the “the best place to age in the nation.”

In addition to the traditional duties of an ombudsman, the new role will serve as a key strategic partner and liaison between SLTCO and Ohio’s regional programs, ensuring advocacy and support for nursing home residents and residents of other long-term care settings. Ombudsman Regional Liaisons will actively collaborate with regional ombudsmen and the state interagency transition team in response to emergent transitions and emergencies, such as facility closures. Currently, there are six (6) Ombudsman Regional Liaison positions available.

About the Ombudsman Regional Liaison Role:


The Ombudsman Regional Liaison role will be primarily responsible for:


  • Acting as a strategic partner to SLTCO to augment the overall presence and performance of ombudsmen in a data-driven manner.
  • Supporting SLTCO to improve resident awareness on the role of an ombudsman and coordinating with regional ombudsmen to identify vulnerable residents.
  • Serving as part of the response to urgent situations in nursing homes and other long-term care settings as resident advocates (e.g., closures, natural disasters).
  • Promoting advocacy efforts to improve awareness of long-term care consumer rights and participating in local collaborative activities and teams.
  • Identifying systemic advocacy initiatives and emerging long-term care consumer protections; developing outreach and advocacy strategies for those initiatives.
  • Analyzing data trends and themes pertaining to nursing homes and other long-term care settings within the assigned region(s) and drawing informed insights for more proactive and targeted interventions.
  • Leveraging data-driven insights to identify areas for improvement and inform advocacy efforts and policy recommendations.
  • Performing ombudsman core services, including conducting visits to high-need facilities.
  • Assisting in the education and certification of regional ombudsmen and providing guidance, training, and technical assistance.


Each Ombudsman Regional Liaison is responsible for two designated service regions. Major Worker Characteristics

Knowledge of social or behavioral science or pre-medicine; program planning for human service organizations; social program & policy analysis; agency & governmental laws, rules, regulations & procedures applicable to particular social program; supervisory principles/techniques; management*; accounting, finance or budgeting*. Ability to deal with many variables & determine specific action; prepare & deliver speeches before specialized audiences; establish professional atmosphere as administrator; handle sensitive inquiries from & contacts with officials & general public.

Required Qualifications:


Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques.


Or completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; 12 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques. Note: Training in business or public administration or accounting & exp. in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.
