Keeping Washington Clean and Evergreen

The Water Quality Program within the Department of Ecology is looking to fill a National Estuary Program Financial Assistance Planner (Environmental Planner 4) position. This position is locatedin our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.


In this dynamic role, you will collaborate with planners, scientists, and subject matter experts within the Water Quality Program and across the agency, providing National Estuary Program (NEP) Financial Assistance planning and policy-level coordination with NEP partners. You will engage in cross-Program Financial Assistance coordination within the agency to address environmental impacts of polluted stormwater runoff within the Puget Sound region. Working with agency policy planners, you will ensure the following federal pass-through funding criteria are consistent and complimentary: Water Quality Program's Combined and National Estuary Stormwater Initiative Lead Financial Assistance programs, Shorelands and Environmental Assistance Climate Resilient Riparian Systems Lead, and Columbia River Basin Restoration Program -Toxics Reduction Lead.

Program Mission: The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.

Please Note: This is a project position that is funded until June 30, 2028. The Funding for this position has a high probability of being renewed for the next bi-annual budget.

What makes this role unique?

This is a multi-faceted role where you will engage with many different internal and external stakeholders. You will oversee planning, involvement, and collaboration with Ecology policy makers, federal partners, other state agencies, and local governments. You will navigate multiple Financial Assistance program criteria, making sense of policy development as it relates to expectations for federal pass-through funding criteria and objectives.


What you will do:

  • Collaborate with internal teams, including Water Quality and cross-agency policy planners, scientists, and subject matter experts, and external federal, state, and local partners to develop funding policies and guidance for federally funded grant opportunities.
  • Interpret, coordinate, and apply state funding regulations and agency policy in the composition and implementation of funding directives and objectives.
  • Arrange and oversee public involvement activities and outreach efforts.
  • Ensure the Financial Management section follows Environmental Justice initiatives and Title VI, as well as the requirements of the Healthy Environment for All (HEAL) Act in cleanup projects.
  • Confirm project alignment with the Environmental Justice Community Engagement Plan and Tribal Engagement and Consultation Plan.
  • Track cultural resource needs for the Water Quality Program's Financial Management section.
  • Provide guidance to grant management staff on quality assurance and control coordination for pass-through funding agreements, ensuring the scope of work meets Ecology quality assurance parameters and expectations.


Required Qualifications:


Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option 1:

A Bachelor's degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

Five (5) years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2:

A Master's degree with major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

AND

Three (3) years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.


Option 3:
One (1) year of experience as an Environmental Planner 3, at the Department of Ecology.

Knowledge and experience working with:

  • The National Estuary Program grant program and other state and federal Financial Assistance programs for water quality improvement and protection.
  • The Environmental Protection Agency on Section 320 implementation strategies.
  • State and federal grant programs for water quality improvement and protection and working with Puget Sound recovery implementation strategies.
