The Opportunity

Since 2017, KonTerra has served as the prime contractor managing and delivering USAID’s comprehensive staff care and employee assistance program (EAP) services. The contract includes elements of a traditional EAP, and other interventions related to health and wellness, work-life balance, critical incident response, and much more in order to address multiple challenges faced by USAID at both the institutional and individual levels. The program serves over 11,000 USAID employees and their eligible family members across 85 countries and 20 non-country presences. USAID’s Staff Care Program has been recognized by the Office of Personnel Management as a best practice within the federal government, and employees regularly rate the program more favorably than employees from other government agencies.


The Monitoring and Evaluation (M&E) Advisor develops data management initiatives to enhance tracking, monitoring, and Evaluation of program deliverables. The M&E Advisor will join a team of seasoned and committed professionals who are passionate about providing high quality staff care services to the USAID workforce and their family members. The Advisor will work closely with all team personnel to understand the full breadth of reporting needs and develop and implement appropriate approaches for collecting and reporting satisfaction, outcome, and utilization data, trends, and other metrics.


This is a role that currently can be fully remote and typically work during east coast business hours (9:00 a.m. to 5:00 p.m.).


What You’ll Do

As the Monitoring and Evaluation Advisor, you are passionate about telling the story of how staff care and resilience services affect the lives and work of USAID employees and their family members.


In this role, you will:
  • Develop and implement a USAID-approved Monitoring and Evaluation plan for the life of the project. This will include indicators used to monitor performance under the contract, baseline information, targets, and expected results.
  • Develop data collection instruments, such as survey questionnaires, interviews, and observation protocols to measure the implementation and outcomes of the services delivered under this contract.
  • Be responsible for recommending and managing data collection, tracking, and analysis systems and change management strategies to enhance Agency-wide resilience metrics.
  • Develop and produce required reports including weekly, monthly, quarterly/annual, and ad hoc reports, and an annual State of the Workforce report.
  • Collaborate with other team members to develop satisfaction surveys, end-of-engagement surveys, pre- and post-intervention measures, interview protocols, and other measures to provide data about the effectiveness and impact of services.
  • Make recommendations, grounded in needs assessment, data and user feedback, about additional programming to address the concerns of the USAID workforce and their families.


Target Skills Profile

  • A minimum 5 years of experience supporting same or similar projects
  • Strong analytical skills and the ability to analyze and synthesize disparate data and information and tell a compelling story of programmatic results
  • Excellent oral and written communication skills
  • This position requires adaptability and strong interpersonal skills
  • Demonstrated ability to collaborate with other team members in the achievement of programmatic results
  • Adept with Google Workspace applications and Microsoft Office suite

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At KonTerra, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $105,000 to $120,000. The actual salary offered for this role will be based on a variety of factors, including location, internal equity, and the candidate’s qualifications and professional experience.
