Pay Range
$147,360 - $189,264 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
We have an opening for a Mission Support Lead Work Planner who will serve as the payroll supervisor and mentor to Mission SupportWork Planners across the institution. You will be responsible for implementing, integrating, and maintaining the Work Planner Qualification Program in compliance with DOE Work Planning & Control (WP&C) requirements, and serving as a Subject Matter Expert (SME) for the WP&C web application. This position is in the Work Planning & Control Office.
You will
- Implement the LLNL Work Planner Qualification Program for Mission SupportWork Planners across the Laboratory by developing and maintaining governance documents, qualification cards, endorsements, mentor guides, and training courses.
- Develop briefings for Work Planners on topics relevant to the work planning and Job Hazard Analysis process, including environmental, industrial safety, radiation, industrial hygiene, packaging and transportation, engineering, conduct of operations in collaboration with Functional Area Managers and SMEs from across the Laboratory.
- Mentor, train, and qualify Mission SupportWork Planners and act as a consultant to Work Planners during development of work control documents for complex and high-hazard work.
- Provide subject matter expertise on the work planning process to Work Planners, RIs, and AIs ensuring the quality of the work planning, review, and approval process and of work control documents.
- Conduct bi-monthly Work Planner Forums to share lessons learned and solicit feedback for continuous improvement initiatives of the WP&C Program.
- Routinely review work control documents for quality and observe work in the field to validate work control documents, summarize the data, and provide feedback and recommendations to the WP&C FAM Office, Work Control Review Board, and Work Planners.
- Maintain the Work Planner Qualification.
- Perform other duties as assigned.
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's Degree in an engineering, science, ES&H or other related technical field, or equivalent combination of education and related technical experience.
- Significant experience working as a field engineer, work planning engineer, and/or project engineer, project manager, scientist, and/or ES&H engineer performing or providing technical and/or planning support for moderate to complex work activities, using scientific or engineering knowledge of the various types of materials, equipment, and methods used in the technical work.
- Expert-level knowledge of work control processes and job hazard analysis methodology.
- Advanced knowledge of and experience applying comprehensive knowledge of engineering, maintenance, and ES&H principles, and knowledge of chemical, industrial, explosives, and/or radiological hazards requirements to work planning.
- Significant experience implementing rigorous work planning and control processes and procedures within nuclear, commercial hazardous, and/or explosives facilities.
- Advanced technical writing, communication and presentation skills sufficient to train and oversee Work Planners, including the ability to qualify through the Procedure Professional Association as a Technical Writer and through DOE as a Basic Instructor.
- Advanced facilitation, mentoring and leadership skills and experience to effectively work with multi-disciplinary teams of scientists, technicians, SMEs, and managers in planning complex and high hazard work.
- Excellent interpersonal, verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to Work Planners, supervisors, and management.
Qualifications We Desire
- Experience applying various Human Performance Improvement tools for both individuals and work teams (e.g. procedure use and adherence, place-keeping, pre-job briefings, etc.).
- Advanced knowledge of technical work with extensive nuclear and/or explosive safety/safety basis requirements.
- Possess a current Work Planner qualification and subject matter expertise on the WP&C process and IT web application.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
