OVERVIEW:

 The Training & Safety Manager for the Rail Division is responsible to oversee the daily operations including but not limited overseeing, training, and execution of the daily operation while working with staff to ensure  safety and efficient operation of service is maintained at the highest level. Other duties include  the training, certification and recertification of all MSS staff and work organizations associated with the operation. The manager is responsible for monitoring daily reports to ensure rules, polices, and procedures are being applied and followed. Evaluate occurrences and trends to correct deficiencies. Develop plans and mitigations to increase unit safety. Prepare Operating Rules, Bulletins, General Notices and special training as needed. The Training & Safety Manager is also responsible for monitoring effective communications with both internal and external customers, coaching employees, applying all Company policies and guidelines.

 RESPONSIBILITIES: 

1.       Assists in the development and improvement processes and procedures ensuring delivery of service that is safe and reliable as the priority.

2.       Provides leadership, support, and guidelines ensuring a positive and professional image throughout the  unit, the community and the company.

3.       Builds relationships and interacts with all internal and external departments and support teams related to service delivery and personnel.

4.       Assists the General Manager with Training & supervision of all staff.  Communicates safety requirements and expectations. Monitors the performance of staff and provides coaching and guidance as required.  . Initiates appropriate disciplinary action in a manner consistent with company/location policy. 

5.       Assists in problem-solving and human resources with regard to Transdev employees, taking the initiative to ‘make things better’ and promote the ‘Preferred Employer’ philosophy at the location.

6.       Thoroughly understand the conditions, causes, and effects of accidents.

7.       Understand the techniques, procedures, and tools used to compose a training syllabus; know various types of safety plans; identify possible constraints to be considered in planning activities.

8.       Thoroughly understands the characteristics of rail infrastructure, technologies, track gauges, signaling, and interlockings, etc.

9.       Understands state and federal oversight agencies to ensure regulatory compliance.

10.   Ensures that Transdev meets all Affirmative Action and ADA requirements.

11.   Takes corrective action with an employee who fails to meet company policy or safety policy/standards.

12.   The Training & Safety Manager shall be trained and capable of running other departments in the event of a vacancy.

13.   Works closely with the General Manager to monitor all Federal, State and City ordinances.

14.   Lead, organize and participate in FTA, WisDOT, DPW and city audits.

15.   Coordinate and execute DPW and Transdev Drug & Alcohol Policies.

16.   Update, monitor and maintain the Agency Safety Plan (ASP)

17.   Investigate, document and prepare accident/incident report as outlined in the MSS AIP.

18.   Develop, monitor and direct safety committees as outlined by FTA, WisDOT and DPW.  

19.   Performs other management requests or directives as they relate to the overall function of the Milwaukee streetcar. In addition, shall maintain the appropriate license requirement to operate equipment as necessary to complete assigned duties.

20.   Other duties as assigned to ensure the efficient operation of the contract.

MINIMUM REQUIREMENTS:

1.       BA/BS in transportation or logistics preferred.

2.       5+ years operations experience in a rail transit environment preferred.

3.       5+ year’s previous experience in the areas of safe work application, training, developing, and managing employee performance.

4.       Strategic business plan development Project management techniques experience preferred.

5.       Fiscal responsibility and management of departmental resources.

6.       Leadership in implementing employee empowerment, motivational, and reward programs

7.       Administering and enforcing collective bargaining agreement provisions.

8.       Experience working in a fast-paced, high-pressure environment.

9.       Must be able to demonstrate poise, tact, diplomacy and possesses sound judgment and discretion.

10.   Experience dealing with federal, state, and local agencies (i.e., DOT, FTA, OSHA, etc.).

11.   Excellent communication skills both written and oral.

12.   Ability to make presentations.

13.   Detail oriented, well organized, and possess effective time management skills.

14.   General knowledge of Windows-based computer operating system and Microsoft office package.

15.   Must be able to work as a member of the team.

16.   Ability to interact professionally with internal and external customer on all levels and be able to work well with diverse groups.

17.   Must be able to work flexible hours or shifts.

18.   Must be on call 24/7 to respond to accidents/incident as directed by the City or General Manager.

·         50% of work is accomplished in doors and in air conditioned or well-ventilated facilities.

·         May be required to lift up to 50 pounds.

·         Exposure to heavy traffic areas while performing the duties of the job.

·         Exposure to considerable amounts of dust, vehicle fumes and noise.

·         Must be able to work outside in various weather conditions.

·         Must be able to travel for company training, meeting or support missions.
