DESCRIPTION
The City of Long Beach, Department of Health and Human Services has an immediate opening for a full-time, unclassified, at-will Public Health Professional III to serve as the Mental Health Program Manager in the Collective Impact Bureau. Reporting to the Resource Connections Division Officer, this position will lead the Mental Health coordination efforts of the City of Long Beach as outlined in the City of Long Beach Mental Health Report. This position will oversee the Mental Health Coordinator and is located at the Main Health Center, 2525 Grand Avenue, Long Beach, CA 90815
EXAMPLES OF DUTIES
  • Manages and oversees the implementation of the recommendations listed in the City of Long Beach's Mental Health Report "Developing a Robust Mental Health System in Long Beach".
  • Supervises, trains, and manages MENTAL HEALTH coordination staff and interns, providing vision, and direction while also providing professional development to staff;
  • Works to improve delivery system of MENTAL HEALTH services and alignment with Los Angeles County Department of Mental Health;
  • Convenes the Mental Health Advisory Groups and affiliated working groups;
  • Acts as liaison between the City and Department of Mental Health;
  • Participates in national and regional learning groups related to MENTAL HEALTH coordination;
  • Researches and incorporates regional and national best practices related to MENTAL HEALTH coordination and funding;
  • Procures and oversees community-based organization contract(s) supporting the implementation of the Mental Health Report when necessary;
  • Works with Data Officer to develop process for collecting and providing data to measure program performance and outcomes;
  • Monitors the program's functioning and effectiveness, utilizing an equity lens to ensure inclusive and appropriate care;
  • Serves as the public point of contact for the Mental Health Implementation, fielding questions and requests for information and leading presentations for elected officials, city commissions, community members, media, and other internal and external stakeholders;
  • Collaborates with community organizations and service providers to develop referral pathways and provide coordinated care;
  • Oversees, develops, and administers a budget, including forecasting resources; monitor budget to actual revenues and expenditures and suggest adjustments; manage quarterly and annual budget update processes;
  • Continues to find and apply for new funding to expand and sustain Mental Health efforts; and,
  • Performs other related duties as assigned.

REQUIREMENTS TO FILE
  • .Bachelor's Degree in Social Work, Public Health, Public Administration , or a closely related field (*proof required).
    • Program management experience in a public agency beyond the minimum requirements may be substituted for education on a year-for-year basis.
  • One (1) year of professional experience coordinating PUBLIC HEALTH or MENTAL HEALTH services programs.
  • Valid motor vehicle operator license.
    • Required to obtain a California motor vehicle operator license within 6 months of employment if license is out of state. DMV K4 driver license information report printout required during onboarding if selected for position.

DESIRABLE QUALIFICATIONS:
  • Master's Degree in Social Work, Public Health, Public Administration or a closely related field.
  • Four (4) years of experience coordinating PUBLIC HEALTH or MENTAL HEALTH services programs.
  • Experience advocating for MENTAL HEALTH and/or implementing trauma-informed best practices.
  • Willingness to work evenings, weekends, and holidays as needed.
  • Understanding of best practices in MENTAL HEALTH PROGRAMming and delivery
  • Experience in application of collaborative models and frameworks to guide systems-level interventions
  • Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese).

SUCCESSFUL CANDIDATE WILL DEMONSTRATE:
  • Familiarity with MENTAL HEALTH ecosystems and resources in Long Beach.
  • Familiarity with MENTAL HEALTH funding and policies at the County, State and Federal level.
  • Ability to work independently and as part of a team, be flexible, and manage multiple assignments in a dynamic and fast-paced environment.
  • Ability to work effectively with a wide variety of people and populations by consistently exercising tact, good judgement, and a proactive, problem-solving focused style.
  • Excellent interpersonal, written, and verbal communication skills.
  • Ability to deescalate and resolve conflicts independently and effectively.
  • Proficiency in the use of computers, including email, internet, and office productivity software (e.g. Microsoft Word, Excel, Outlook, and PowerPoint)
  • Strong level of integrity & ethics and ability to use good judgment in challenging situations.
