We are seeking an outstanding Virtual Narrative Summary Writer to support the Navy Medicine Readiness & Training Commands (NMRTCs) and Navy Medicine Readiness & Training Units (NMRTUs).
Background: The Navy Bureau of Medicine and Surgery (BUMED), Force Medical Readiness Department (N10D), oversees Medical Evaluation Board (MEB) activities. Virtual Medical Readiness and MEB support services are already currently being provided to local Navy Medicine Readiness & Training Commands (NMRTCs) or Navy Medicine Readiness & Training Units (NMRTUs) in the performance of MEB activities. The virtual Narrative Summary (NARSUM) Writing Team will provide additional virtual support to NMRTCs and NMRTUs in writing NARSUM pre-drafts to assist in the generation of the final NARSUMs. The NARSUM is a vital component of the MEB process for ill and injured Service members who are unable to return to duty and are being prepared for transition out of Military Service.The support provided by this virtual team will improve the accuracy and consistency of NARSUMs as well as improve their timely completion, which will positively impact meeting established Disability Evaluation System (DES) timelines.
Position Location: Virtual / Telework
Key Requirements and Responsibilities:
- Will, at a minimum, include the diagnosis(es), symptoms experienced by the member, and appropriate clarifying diagnostic and testing procedures.
- Confirm the medical diagnosis for and document the full clinical information, including history, treatment status, and potential for recovery of the Service Member’s medical conditions that, individually or collectively or through combined effect, will prevent the Service Member from reasonably performing the duties of their office, grade, rank, or rating, and state whether each condition is cause for referral to the PEB.
- Address the impact on associated operational assignment limitations and whether the medical conditions are likely to improve sufficiently for the Service member to reasonably perform the duties of their office, grade, rank, or rating within 12 months.
- Address how the severity of the Service Member’s medical condition is likely to change within the next three years.
- Address any requirement to monitor or provide treatment for the Service Member’s chronic conditions beyond the next 12 months, and what geographic or logistical constraints such monitoring may place upon the Service Member’s assignments.
Position Responsibilities: To support these requirements, the individual in this position must be able to perform the following job requirements:
- Complete Virtual NARSUM Writing Team Training Program.
- Perform a thorough review of Service Member’s medical records for each case assigned and generate a pre-draft narrative summary for each diagnosis assigned. The pre-draft NARSUM will be a comprehensive clinical synopsis which summarizes the medical record documentation of the Service Member’s medical condition including- history, diagnostic evaluation, confirmation of diagnosis, treatment, impact on performance of duty, potential for recovery, and need to monitor or provide future treatment.
- Apply complex fact-finding, analytical skills and investigative techniques to gather factual information.
- Use LIMDU SMART, AHLTA, MHS GENESIS, HAIMS, and other systems in the performance of daily duties. May also be required to review the Member’s Electronic Health Record (EHR)/Service Treatment Records (STR), or deployability assessment.
- Communicate as needed with Physical Evaluation Board Liaison Officers (PEBLOs) in instances where needed to request additional/civilian records from Service members; and/or communicate with PEBLOs and Medical Evaluation Board Approving Authority (MEBAA) physicians for anticipated delays in pre-draft NARSUM completion so that appropriate action may be taken to prevent timeliness deficiencies; or communicate with referring/treating providers for clarification of clinical or other information.
- Complete NARSUMs accurately and in an efficient and timely manner to meet established criteria, targets and timelines.
- Work independently as part of a virtual team.
- Work productively in a virtual environment.
Education and Experience
- Licensed Physician Assistant or Nurse Practitioner; or Independent Duty Corpsman.
- 5-7 years clinical experience with Navy or Marines or other services within the Armed Forces or civilian clinical setting.
- Demonstrated ability to create comprehensive notes related to medical conditions.
- Experience in Family Medicine, Occupational Medicine, Internal Medicine, Preventative Medicine desired; but all experience in any discipline of medicine will be considered.
Other Skills
- Must be able to fluently read, write, and speak English.
- Must possess excellent writing skills and fundamental knowledge of clinical medicine with appropriate use of medical terminology.
- Must possess excellent communication skills.
- Must possess a thorough working knowledge of policies and procedures of the Health Insurance and Portability and Accountability Act (HIPAA), Freedom of Information Act, Privacy Act, and directives issued by competent authorities.
- Must possess knowledge of the operational principle of all standard office equipment such as desktop computers, laptops/tablets, fax, scanner, printers and data transcribing procedures.
- Must be proficient using Microsoft Office Suite.
