This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.


The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable Early Childhood system that supports the care, education and well-being of all Colorado's young children, their families and Early Childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality Early Childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality Early Childhood and family support programs.

About the department:

The Family Strengthening Section is a part of the Division of Community and Family Support. The Division of Community and Family Support (DCFS) helps to provide families and communities across Colorado with the resources needed to support young children to thrive. The Family Strengthening Section exists to promote child maltreatment prevention and school readiness, support family support providers, and administer the following programs and funding streams: Promoting Safe and Stable Families (PSSF), Colorado Child Abuse Prevention Trust Fund (CO CAP), Family Resource Center Program (FRCP), SafeCare Colorado (SCC), Community-Based Child Abuse Prevention (CBCAP), Colorado Community Response (CCR), Colorado Fatherhood Program (CFP), Family Support Through Primary Prevention (FSPP), Mobile Child Care for Substance Abuse Treatment Pilot, Maternal Infant Early Childhood Home Visiting (MIECHV), HealthySteps (HS), and the Nurse Home Visitor Program (NHVP). MIECHV funding supports Home Instruction for Parents of Preschool Youngsters (HIPPY), Parents as Teachers (PAT), and the NHVP.


What you'll be doing:

The MIECHV Program Manager, Senior Authority position is a key role in the home-visiting stakeholder community and requires a high level of expertise in the field. The primary responsibility of the MIECHV Program Manager is to provide leadership and guidance to organizations receiving MIECHV funding in the implementation of one of three evidence-based Home Visiting models: Parents as Teachers (PAT), Home Instruction for Parents of Preschool Youngsters (HIPPY), and Nurse Home Visitor Program (NHVP).


Responsibilities include, but are not limited to:
  • Program Management, Oversight, and Leadership
    • Oversight and leadership of MIECHV program implementation.
    • Development and coordination of a comprehensive monitoring system for MIECHV grantees requiring collaboration with internal and external stakeholders to ensure model fidelity.
    • Cooperation with state and federal auditors and implementation of any audit recommendations.
    • Preparation of written materials, including decision items, fiscal notes, legislative reports, and responses to the Joint Budget Committee (JBC), the legislative team and analyst, and department leadership.
    • Leadership regarding budgeting and distribution of state and federal funds
    • Assurance of compliance with all federal requirements, including MIECHV benchmarks and statewide evaluation measures.
  • Communication and Stakeholder Relationships
    • Serve as the public voice for the Department of Early Childhood and its programs related to MIECHV and Home Visiting initiatives.
    • Provide leadership and direction to a diverse group of state and local public and private partners and stakeholders. These stakeholders include entities named in the statute as well as numerous department programs and divisions, existing nurse and other Home Visiting programs, and numerous state and local advocacy groups, consumers, and private and public organizations and agencies.
    • Ensure timely communication of program progress, changes, and achievements to stakeholders.
    • Cultivate and maintain relationships with key strategic partners and stakeholders within and outside state government. This includes but is not limited to the University of Colorado at Denver Health Sciences Center, HCPF, home-visiting intermediaries, service provider agencies, CDPHE, home-visiting partners, and all Early Childhood partners.
    • Develop a shared agenda aligned with the Early Childhood Framework to support MIECHV services.
    • Actively participate as a member of the Home Visiting Investment Task Force, providing staff support to one of the Task Force's Work Groups.

  • Policy, Procedures, Rules, Training, and Technical Assistance
    • Organize and facilitate the annual grantee orientation for all three evidenced-based models funded through MIECHV.
    • Review state and federal policies and develop rules to ensure program compliance while adhering to program model fidelity.
    • Develops procedures for provider agencies to have a fair, consistent, and equitable way of implementing the program with model fidelity.
    • Develop legislative drafts as needed to support MIECHV programs and funding.
    • Develop and present Colorado MIECHV information at local and national events including conferences

  • Other duties as assigned
Education and Experience Requirements:
A Bachelor's degree from an accredited institution in a field of study related to Human Services: sociology, psychology, social work, political science, Early Childhood, human services, public administration, or a closely related field is required.
And,
Four years of professional experience in an occupational field related to program management and/or project management; three years of experience in community collaborations and/or building relationships with key stakeholders; and at least one year of government experience working for a state or county agency.
Substitutions:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • State experience relevant to this position
  • Master's Degree (social work, public administration, human services or closely related field)
  • Facilitation experience and/or formal experience coaching and training groups of people
  • Experience with strategic planning
  • Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.
  • Experience working in Home Visiting.
  • Excellent written and verbal communication skills
  • Experience managing or participation on a state or community board or task force.
  • Knowledge of public health model
  • Knowledge of Home Visiting
  • Able to multi-task, prioritize, and manage time effectively

Highly Desired:
  • Candidates who are detail-oriented and organized and have experience in managing complex projects.
  • Experience with budget oversight, the state contracting process and providing guidance to partners at the state, federal and local levels.
  • Knowledge of/previous experience with Early Childhood Home Visiting programs also highly desired.
  • Excellent interpersonal, verbal, and written communication and public speaking skills.
  • Critical thinking and problem solving
  • Ability to work in a fast-paced, collaborative, team-oriented, often virtual work environment.
  • Proficient computer skills, experience with Microsoft Office Suite, Smartsheets, and Google Workspace
  • Knowledge of Home Visiting and the positive impacts on families.

  • Travel - Occasional travel is required up to 5-10% of the time and may require travel in adverse conditions or overnight stays.

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
