Summary

The purpose of the Materials and Testing Compliance Specialist is to provide oversight and accreditation of all Russell Standard operated asphalt binder and emulsion plant laboratories. This includes the day-to-day functions relative to maintaining QA/QC compliance, and equipment standardization and maintenance. This position reports to the Technical Director and does not have any direct reports.


Essential Duties and Responsibilities


  • Follows all applicable specifications and current test procedures within relevant agency manuals ASTM, AASHTO, etc.
  • Oversees monthly submissions of QA/QC data and production reports to DOT Agencies
  • Assists in maintaining Russell Standard laboratories’ accreditations by continuing with the upkeep of documents such as equipment calibrations, test results, QMS plans and evaluations
  • Conducts semi-annual in person audits of labs
  • Oversees Russell Standard specific quality processes as they pertain to company laboratories and facilities
  • Assists and monitor training of laboratory technicians to ensure competency
  • Cross trains plant personnel to act as backup plant lab technicians
  • Obtains and maintains all necessary certifications (State DOT Agencies, AASHTO: resource Proficiency and Inspection, etc.) both individually and site specific
  • Ensures lab and facility compliance with all state quality approval programs, such as VAAP (Virginia Acceptance Program)
  • Maintains records in an organized manner, including the documentation of sampling, testing performed, and actions taken
  • Ensures that all laboratory equipment is properly working and calibrated
  • Responsible for the upkeep of the quality management system documentation
  • Oversees QPL process for existing listed products
  • Oversees company Know, See, Feel Quality Program

Skills and Education


Required


  • High School Diploma or GED equivalent
  • Minimum of two (2) years of industrial, construction or manufacturing experience or equivalent experience required
  • Applicable Industry and State agency certifications () (Or obtain certifications in a pre-designated amount of time)
  • Well-established organizational skills with strong attention to detail, record-keeping skills, and excellent verbal and written communication skills
  • Customer-focused attitude
  • Strong computer skills
  • Proficient in Microsoft Office Products

Preferred


  • Associate's Degree or higher (ex. Chemistry, Chemical Engineering and Civil Engineering, etc.)
  • Two (2) or more years prior quality control/quality assurance experience preferred
  • Experience in and a strong knowledge of asphalt and aggregate specifications
  • Certification in asphalt and aggregates
  • Experience in asphalt, asphalt mix, or asphalt emulsions quality control or as a State Certified Technician

Job Requirements


  • Ability to work in a team environment with plant and lab personnel, as well as the ability to work independently without close supervision
  • Ability to foster relationships with outside agency personnel, customers, and industry organizations
  • Must be able to work overtime as needed
