BACKGROUND:
Global Support and Development (GSD) is a humanitarian organization whose mission is to rapidly respond to disasters in collaboration with at-risk communities and support them to prepare for future disasters. We value collaboration and seek opportunities to amplify the work of others in-country, both in preparation for and in response to disasters. By integrating our team's diverse skill sets and resources into local responses, we are able to provide rapid response assistance to affected communities in coordination with regional and country-level partners. We also work to build local capacity through community-led preparedness initiatives. GSD's priority Area of Engagement is currently Latin America and the Caribbean, with targeted support to the South Pacific (and expected future increase in operations for 2024 and beyond).
PURPOSE OF POSITION:
The purpose of the Maritime Access Manager is to lead the Maritime Access Team's activities of GSD's humanitarian mission. The Maritime Access Manager will oversee the maintenance and operation of GSD Maritime Access Team assets, providing leadership and training in their safe operational use. These assets include, but are not limited to, small boats (<40 feet), self-contained underwater dive equipment, personal watercraft, multi-beam sonar capabilities, and other maritime technologies that are relevant to GSD's Maritime Access Team missions.
ESSENTIAL FUNCTIONS:
- Develop, implement, and execute plans, processes, and projects in support of departmental strategy, maximizing efficient use of resources and ensuring shared vision;
- Support the professional development and growth of direct reports;
- Supports GSD's mission in leading the management, planning, execution and assessment of Maritime Access Team activities throughout the GSD operating area linked to Outreach, Capacity Strengthening, and Disaster Response objectives, to include diving and light salvage operations, underwater (Bathymetric) survey, aerial port survey operational support, port infrastructure assessments, and data analysis leading to product creation;
- Support critical decision-making processes, to include identifying issues and driving problem-solving, especially in resource-constrained and time-sensitive contexts;
- Develop and implement programs, standard operating procedures (SOPs), and projects for partner and community-led Maritime Access Team engagements;
- Lead the development of a comprehensive Maritime Access Team training curriculum and provide instruction to improve knowledge and skills of individuals and teams;
- Maintains remote, domestic, and international equipment caches, and equipment maintenance, in cooperation with Maritime and GSD Logistics;
- Support a safety and risk awareness culture within GSD and a commitment to ethical and responsible response practices at all times;
- Support budgetary planning, control, and analysis for the Maritime Access Team;
- Prompt and action GSD's core values of accountability, humility, and integrity in all work we conduct;
- Promote good stewardship of financial and other resources to achieve maximum benefit to those impacted by disaster or at risk of impact; and
- Perform other duties as assigned.
QUALIFICATIONS:
Required Experience:
- Five (5) or more years of relevant management experience in maritime operations;
- Three (3) or more years experience operating in SONAR and/or dive salvage, preferably in an international context; and
- Proven experience developing programs and teams.
Required Education:
- Bachelor's Degree in Oceanography, Ocean Engineering, Civil Engineering with a focus in maritime infrastructure, or relevant field; or
- Equivalent combination of education and experience from the maritime sector.
Professional Licenses/Certifications:
- SCUBA qualified;
- Public Safety, Commercial Diver qualification or equivalent;
- Dive Salvage certification;
- Commercial dive physical required (within 30 days of hire);
- Drone license desired;
- EMT Certificate desired; and
- Certification in project management desired.
Knowledge/Skills:
- Proven ability to lead and motivate teams to produce quality results within challenging timeframes and ongoing change;
- Program oversight and management, development of programmatic policy, procedure, and guidelines;
- Ability to coordinate multiple projects simultaneously under pressure;
- Light salvage diving operations;
- Sonar systems;
- Basic small-boat handling skills;
- Field communications systems such as satellite, handheld, and global positioning systems (GPS);
- Basic emergency or disaster response knowledge;
- Strong organizational skills and the ability to rapidly shift tasks;
- Experience working and/or traveling domestically and internationally; and
- Working knowledge of Spanish and/or French desired.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
- At this time, GSD is not offering sponsorship and is only accepting applications from persons eligible to work in the United States; and
- Routine domestic and international travel up to 50% is required to support mission activity for prolonged periods (approximately 2 weeks at a time)
