Job Summary and Responsibilities/Duties

Manages long-term strategy and day-to-day of Environmental Health, safety, and risk programs and policies designed to mitigate the hazards, liability, loss prevention and legal compliance concerns and to establish and promote a safe, accident-free and healthy campus environment. Provides specialized subject matter expertise, manages program staff, and partners with college teams to support programs and achieve College strategic goals.

Essential Duties

  1. Plans, coordinates, implements, and manages the College's Environmental Health and Safety (EHS) programs, including the handling, use, storage, clean up, containment, disposal and or abatement of hazardous materials, chemicals and spills; investigates accidents to identify causes; ensures that the appropriate procedures, including required occupational safety training and compliance (OSHA) requirements, are followed and ensures compliance with applicable laws, codes, rules and regulations.
  2. Acts as the subject matter expert in EHS, risk management, and compliance. Leads and promotes programs and policies that establish a safe and accident-free environment at the college, and protects the college through staying current on, tracking, and monitoring laws and policies related to risk, safety and liability issues; reviews, analyzes, interprets, and responds to changes in local, state and federal legislation to ensure College legal compliance.
  3. Manages and oversees the administration and adjudication of tort claims filed against the College for a wide range of issues; oversees the investigation of accidents and injuries and the evaluation of settlement of claims and subsequent appeals; oversees formulation of findings and recommendations for action and adjudication of claims for approval. Manages the investigation and resolution of a wide range of claims; examines and recommends risk management and loss control techniques including assumption, transfer, and elimination of risk through both insurance and contractual means.
  4. Ensures timely and accurate reporting and documentation to city, county, state, federal, and special jurisdictional requirements
  5. Manage, supervise and monitor the performance of assigned personnel; interview and select employees, establish performance requirements and personal development targets; provide coaching for performance improvement and recommend transfers, reassignment, termination and disciplinary actions.

  1. Utilizes continuous improvement to develop systems and procedures to achieve the College's goals, objectives and performance measures for risk management and Environmental Health and safety activities
  2. Actively participates in the Incident Command System (ICS) as Safety Officer or other role(s) as needed during ICS activation.
  3. Participates in the bidding and awarding processes for college insurance products; negotiates with the awarded vendor to assure the best price and coverage for the college for both new and existing vendors; reviews the insurance section of college contracts; manages distribution of Certificates of Insurance to outside sources; maintains Certificates of Insurance provided to the college from outside vendors providing contractual services to the college and for rental of facilities.
  4. Manages automobile liability, fire, and property damage claims, including communications with attorneys, claims reviews, investigations, and negotiations of settlements.
  5. Prevents and minimizes liabilities through creation and implementation of College safety protocols related to the handling, use, storage, clean up, containment, disposal and or abatement of hazardous materials and chemicals.
  6. Collects and analyzes a variety of data and develop comprehensive reporting metrics for the College's Risk and Environmental Health and Safety Management programs; develops strategies, proposals and recommendations to implement College wide programs, policies and procedures designed to mitigate College liabilities and risk factors.
  7. Plans, organizes, administers, and coordinates a District-wide loss prevention and control program to identify and analyze potential loss exposures; examines alternative risk management or loss control techniques; leads and participates in the development and delivery of new trainings, programs, initiatives and incentives to improve workplace safety and reduce the primary causes of claims filed against the College.
  8. Establishes and manages college relationships with contractors, vendors, and attorneys providing services to the Risk Management and Environmental Health and Safety department
  9. Participates in the development of assigned budget; recommends and approves expenditures in accordance with established policies and guidelines.

Additional Duties
  1. Participates on a wide variety of committees, work groups, task forces and other internal and external stakeholder teams; represent the College in professional groups and organizations.
  2. Prepares and oversees the preparation and maintenance of a variety of presentations, reports, records and files related to assigned activities.
  3. Performs all other duties as assigned.

Minimum and Desired Qualifications

Education: Bachelor's degree in risk management, Environmental Health and safety, occupational health, construction management, or a related field
Experience/Training:

  • Minimim (3) years of experience leading and/or supervising of risk management and Environmental Health and safety programs
  • Experience working with diverse backgrounds of the College's community, students and employees; demonstrated commitment to promoting equity and inclusion.
  • Current driver license, insurance, and access to a reliable automobile during work hours for transportation to off-campus sites. Must have at least three (3) years of driving history.
  • Possession of, or ability to obtain, Incident Command System trainings 100, 200, and safety course within 90 days of hire
Equivalent combinations of education, certifications, and experience may be considered.

Desired Qualifications
  • Certification with an advanced Risk Management credential such as an Associate in Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), or Associate in Claims (AIC)
  • Environmental Health and Safety designation such as Associate Safety Professional (ASP), Occupational Health and Safety Technologist (OHST), Certified Health and Safety Manager (CHSM), or similar.
  • Experience working with OSHA, state, or federal reporting and complaints, and responding within timelines

Additional Qualifications and/or Knowledge, Skills and Abilities (KSAs)

  • Knowledge of assets, markets, resources and funding
  • Computer proficiency to utilize databases, effectively communicate, gather data and generate reports
  • Ability to build rapport and talk with stakeholders about risks and preventable measures.
  • Detail-oriented with strong organizational and record keeping skills
  • Ability to use data, statistics, and math to manage data and financial information.
  • Enterprise resource planning skills
  • Ability to build relationships with college stakeholders, and find solutions to challenges and needs

Working Conditions and Important Information

Working Conditions
Work is typically performed in a normal office environment while sitting at a computer terminal. Visual eye strain and repetitive hand/wrist motion for data entry and keyboarding functions. Potential exposure to hazardous conditions, equipment, chemicals, substances and materials found at facilities maintenance and construction sites, inclement weather and emergency situations. May occasionally require wearing protective clothing, gear and equipment. May require variable work hours including occasional evenings, weekends and during emergency situations. Travels between worksites as needed.
Physical Demands
Primary functions require sufficient physical ability and mobility to work in an office setting and on active construction sites; dexterity of hands and fingers to operate a computer keyboard and other office equipment; sitting or standing for extended periods of time; kneeling, bending at the waist, reaching overhead, above the shoulders and horizontally to retrieve and store files, materials and supplies; lifting, pushing, pulling and carrying equipment, supplies and materials weighing up to 25 pounds; repetitive hand movement and fine coordination to use a computer keyboard; emotional stability to work effectively under pressure and in emergency situations and to keep all aspects of the job under control; hearing and speaking to hear normal voice-range frequencies and communicate on a two-way radio and to exchange information in person or on the telephone; seeing to read, prepare and assure the accuracy of documents.
