Job Description
This position will lead all aspects of developing new generation power plant projects from conceptual design through commercial operations and turnover to the OPC Plant Operations organization. This comprehensive role is responsible for the management of budgets and contracts up to $1.5B in value. This role is also responsible for the leadership of a team of associates and contract personnel in the delivery and construction of new-generation power plants.
- Conceptual Design: Overseeing the initial planning, engineering, and associated permitting activities.
- Project Development: Successfully developing a new power plant construction project to the point that a bid package is created and ready to go out for bid, including managing the bid cycle (with support from the OPC Supply Chain and Legal organizations).
- Construction and Commissioning: Managing the construction phase, ensuring quality, safety, and adherence to timelines including managing the commercial aspects associated with contracted scopes of work necessary for the development of new generation power plant projects. Conduct regular status updates to senior leadership regarding schedule and budget for the construction project.
- Commercial Operations and Turnover: Overseeing the transition from construction to commercial operations and ensuring a smooth handover of the completed plant to the OPC Plant Operations organization.
- Project Closeout: completion of all contractual deliverables and documentation required after the plant has been completed and turned over to the OPC Plant Operations organization.
The Project Manager will be responsible for achieving specific metrics and targets for project success, emphasizing effective communication and collaboration with stakeholders, and managing risk and mitigating challenges in large-scale projects.
Job Duties:
Key Responsibilities:
- Engagement with and leadership of both in-house and third-party experts
- Management of a third-party "owner's engineer" firm including associated contracts for services ranging from $3M to $6M
- Lead the generation technology and OEM provider selection process
- Oversight and ownership of cost estimates and schedules
- Management of the selected EPC contractor including associated contracts up to $1.5B in value
- Management of OPC's Owner's Execution costs and scopes for new generation power plant construction including management of budgets of $50M to $250M specific scopes will include coordination of project deliverables from within OPC/Family of Companies, project controls analysis and reporting, owner's services or site improvements outside the scope of the EPC contractor, and/or related governance/oversight consulting services
- Interaction with senior leadership
- Developing and issuing regular including internal and external stakeholder reporting on scope/schedule/budget
- Issue identification and escalation to executive management
- Ensuring regulatory compliance and ethical conduct
Additional Responsibilities:
- Leadership of an internal team of matrixed functional resources from other OPC departments
- Serves as a key resource for executive management on project issues
- Oversees planning and progress tracking
- Manages commercial interactions
- Ensures OPC is adequately protected from commercial contract claims that could arise through the course of new generation power plant project planning and execution
- Works with internal support organizations
- Manages external partners
- Manages and resolves escalated problems or issues
Required Qualifications:
Education: B.S. in Mechanical, Electrical, or Civil Engineering; B.S. in construction management; Advanced degree (MBA or equivalent) desired.
Experience: 15+ years in the utilities and power industry; 10+ years leading a team; direct experience managing projects valued above $500 million.
Equivalent Experience: 12+ years in project development; 5+ years in managing engineering support resources and/or EPC contractors; specific experience in gas-fired generation technology. Direct experience managing projects valued above $100 million.
Preferred Qualifications:
- Legal Knowledge: Familiarity with regulatory or compliance requirements. Working knowledge of the contract development and management process. Experience in preventing and/or defending contract claims on large utility projects.
- Specialization: Specific certifications or licenses related to gas-fired power plants or project controls disciplines.
Licenses, Registrations, and/or Certifications: PE certification preferred but not required. Project Management Professional (PMP) certification is a plus.
Specialized Skills: Strong fiscal aptitude and proven strong computer skills (thorough knowledge and experience with Microsoft Office programs (Excel, Word, Power Point), asset management software (Maximo, etc.) and Adobe Acrobat.) Working knowledge of power plants and the utility industry. Polished interpersonal skills/ability to effectively interface and influence, and ability to work in a team environment with results-oriented style. Demonstrated historical success interfacing with senior executives including project messaging and issue management.
Travel: 20% - 35% depending on project(s) status
