Job description

Title: Manager, Housing Programs

Reports To: Senior Director of Programs

La Casa Norte’s (LCN) mission is to serve youth and families confronting homelessness. We provide access to stable housing and deliver comprehensive services that act as a catalyst to transform lives and communities. The Housing Programs Manager is responsible for the management and administration of the day-to-day operations of the Rapid Rehousing Programs, Permanent Supportive Housing Programs, and other assigned support services needed to fulfill and grow La Casa Norte’s mission and impact. This is a full-time management position, which will require a flexible schedule to work some evenings and weekends, as needed. Job duties include but are not limited to the following:

Program Management and Oversight

  • Models and promotes the use of best practice frameworks and interventions to support the needs of youth and families experiencing homelessness, including Housing First, Harm Reduction, Strength-Based Services, Trauma Informed Care, Motivational Interviewing, and Positive Youth Development.
  • Point of contact for LCN’s Housing programs, including managing referrals, tenant/landlord concerns, and coordination with other LCN programs.
  • Collaborates with funders, partner organizations and other stakeholders working to end homelessness.
  • Troubleshoots issues or concerns regarding LCN’s Housing Programs, including referral, tenant/landlord concerns, and coordination with other LCN programs.
  • Provides or supports mediation for issues that arise between client and landlord, housing providers, household members, service providers, or other third parties; and assists staff with crisis intervention as needed.
  • Addresses client grievances according to LCN and funder policies.
  • Consults one-on-one with staff around client-related concerns and supports staff in providing services in a way that in consistent with LCN values and best practices.
  • Ensures teams are developing and implementing service plans with clients, outlining clear goals and tasks that lead to housing stability and financial self-sufficiency.
  • Reviews and approves requests for funding for client assistance.
  • Reviews and approves program transfer and relocation requests, applications for housing, etc.

Leadership and Supervision

  • Works collaboratively with management team to support staff, clients and communities served by LCN.
  • Complies with all Human Resources requirements and ensures staff are also in compliance.
  • Coordinates and assists with employee interviews, hiring, training and professional growth goals with a focus on performance excellence.
  • Provides regular supervision and guidance to supervisors to ensure their teams are compliant with LCN and funder requirements and are meeting client needs, including intake, recertification, assessment and service planning, referrals, coordination with other service providers, eviction/dismissal prevention, relocation procedures, etc.
  • Assess staff training needs on an on-going basis. Shares in the provision of training for staff or obtains needed training resources.
  • Is on-call to provide support, guidance and direction to staff and clients during times of crisis.
  • Provides regular and timely updates to the head of programs and management team regarding major programmatic events as well as the progress, needs and overall status of programs.
  • Actively participates in staff retreats, the annual gala, preparation for board meetings, and other events in support of LCN’s mission.
  • Assists with the onboarding process for new staff and interns.
  • Promotes adherence to LCN’s policies, procedures, and code of conduct.
  • Promotes effective cross-team and cross-function collaboration.
  • Understands and is committed to goals of equity; consistently brings an equity mindset to the organization’s work and workplace.

Partnership Management

  • Effectively communicates organizational mission goals and objectives to staff, funders, and external partners.
  • Responsible for maintaining a favorable reputation of LCN, its mission, and the services it provides with funders, supporters, staff, clients, and other stakeholders.
  • Identifies, builds, and manages relationships with external stakeholders and partners to support LCN’s mission objectives.
  • Effectively represents LCN with funders, regulatory authorities, elected officials, emergency personnel, legal service bureaus, community partners, etc.

Data & Evaluation

  • Responsible for strengthening and managing the organization’s performance measurement systems and processes.
  • Promotes the use of data as a critical tool for program modification and improvement.
  • Knowledgeable in the use of HMIS, Client Track and other database software used to support client needs.
  • Ensures ongoing audits of client data (client files, case notes, assessments, etc.) are being performed to ensure client service plans are being completed and are in compliance with contractual/licensing requirements.
  • Ensures deficiencies in client records and data entry are corrected and that technical assistance and training is provided to course correct.
  • Works with Property Management to ensure accuracy of tenancy documentation for LCN’s Housing Programs.

Qualifications

  • Master’s in social work, human services administration or related field, preferred.
  • Five (5) Years+ of management experience.
  • Excellent verbal and written communication skills.
  • Proven track record of managing high-performing teams.
  • Ability to cultivate relationships with a broad range of stakeholders.
  • Ability to make independent decisions when circumstances warrant.
  • Ability to work well in a fast-paced environment with multiple deadlines.
  • Previous experience working in multi-cultural environments and collaborations with community-based and other external organizations.
  • Flexibility in work schedule.
  • Valid driver’s license, proof of insurance and access to a vehicle.
