Position Overview
As a Manager, Environmental Compliance & Strategy (Construction), you will support the responsible construction of utility-scale wind and solar energy facilities in the eastern US. You will lead environmental-related construction coordination and compliance for a dedicated portfolio of large-scale wind and solar projects. To fulfill these duties, you will collaborate with internal project teams such as development, engineering, and construction management; external teams like environmental consultants, engineering and external legal counsel; and external stakeholders such as private landowners, state/federal resource agencies, and construction contractors. The ideal candidate will play a crucial role in ensuring the projects adhere to all relevant permit authorizations, laws, agency regulations, and industry standards to ensure commitments are met during all phases of project construction.
Responsibilities
  • Manage Environmental Compliance throughout construction to ensure commitments made to various stakeholders are upheld. Ability to comprehend environmental audits performed by third-party consultants, project design, and offer insight to construction teams on how to remain in compliance.
  • Provide subject matter expertise to Project Managers, Pre-construction, Engineering, and third-party consultants throughout construction to navigate construction challenges for both wind and solar.
  • Engage with federal, state, and local agencies, as needed, to support construction permits and activities.
  • Manage consultants providing environmental survey support for construction, which includes reviewing proposals, scheduling survey timelines, and ensuring survey methodologies follow wildlife agency input and satisfy permit conditions/project needs.
  • Review technical reports provided by consultants. Reports typically include but are not limited to: habitat evaluations, desktop environmental screenings, threatened/endangered/sensitive species surveys, wetland delineations, avian and bat use surveys, and post-construction monitoring studies.
  • Prepare for and appear as the environmental subject matter expert in county and state zoning and permitting hearings; provide thorough and accurate testimony on behalf the project.
  • Ability and desire to maintain a complete and organized project record to demonstrate compliance with federal and state wildlife regulations.
  • Direct project construction in collaboration with engineering and construction management to ensure compatibility with project commitments/requirements.
  • Identify and communicate project needs, schedules, and risks across project construction teams. Work collaboratively and efficiently with internal teams and external parties (e.g., consultants) to execute project work on schedule, and develop strategies to address environmental-related issues.
  • Build relationships and support federal and state regulatory agency consultation throughout construction.
  • Participate in regional and national initiatives, symposia, conferences, and industry groups as needed to achieve Company objectives.
  • Maintain comprehensive knowledge of environmental policy, regulation and compliance that affect permitting and impacts on project construction and compliance.

Requirements
  • Bachelor's degree or higher
  • Experience and expertise interpreting federal and state environmental laws (ESA, NEPA, CWA), guidelines, and policies, and developing project strategies for compliance with the same.
  • 5-7 years in renewable energy or 8+ years in a similar industry with experience managing responsibilities similar to those listed above.
  • 2 years managing Environmental Compliance of large-scale construction projects.
  • Must be self-directed and detail oriented, with the ability and desire to work effectively in a team environment.
  • Able to act and adapt to a fast-paced business environment with competing deadlines, and quickly learn and implement internal processes.
  • Strong attention to detail, assuring documents and communications are concise and accurate.
  • Ability to navigate ArcGIS online and Google Earth platforms to interpret environmental spatial data and identify potential project risks and siting opportunities for facilities.
  • Must be willing to travel as needed (20%), depending on the needs of the project.

Preferred
  • Advanced degree in biological science/natural resources/environmental policy or environmental law degree
  • Working knowledge of the USFWS Wind Energy Guidelines and Eagle Conservation Plan Guidance
  • Working knowledge of the USACE Nationwide Permits under Section 404 of the Clean Water Act
  • Experience with eastern US renewable energy construction and natural resources

Salary Range
$125,000 - $140,000
