The Recreation & Community Services Department is looking for a Management Analyst to join their team. This Department supports a variety of functions including, the award-winning Moonlight Stage Productions, the Rancho Buena Vista Adobe, the Gloria McClellan Adult Activity Center, and the Wave Waterpark, as well as a variety of Recreation Programs for the community at-large, a robust Public Art program and the use of facilities at twenty different parks. The Management Analyst is an at-will management position. Under general supervision of the Director of Recreation & Community Services, the Management Analyst may perform administrative, analytical, budgetary, legislative, and financial support duties for the department and may supervise assigned staff.
CLASS CHARACTERISTICS:
The Management Analyst is the journey level of the Management Analyst series, performing a wide variety of duties for an assigned department in areas such as budgets, grants, contracts, programs, operations and administrative functions. Positions at this level are expected to exercise independent judgment in selecting adequate approaches and analytical techniques for the purpose of developing sound recommendations. Incumbents in some positions may exercise direct supervision or provide lead direction to assigned staff. The Management Analyst class is distinguished from Senior Management Analyst in that duties are typically more narrowly focused on an assigned department or program specific functions as opposed to the Senior Management Analyst level which is characterized by performing predominately highly complex analytical duties that have a City-wide focus and/or significant impact to the city and frequent interaction with all department heads, City Council, boards, commissions and external organizations. Management Analysts may be assigned some higher-level tasks from time to time to provide an opportunity for career advancement, but those tasks are not regularly assigned to the Management Analyst class.
Examples of Essential Functions
Provides overall administrative support to the Recreation & Community Service Department; evaluates administrative procedures; composes a variety of technical and city council agenda reports; compiles and analyzes data and makes recommendations on the formulation of policy and procedures; confers with representatives of other governmental agencies, businesses, professional and citizens' groups, vendors, and the public; writes reports for council action; researches and resolves problems and complaints; may participate in the selection of program personnel and supervise the work of professional, technical and administrative support staff; performs other duties as assigned. Provides related information and assistance regarding finance and budgeting programs and services; develops, evaluates, and monitors assigned department budgets; reconciles expenditures, processes budget adjustments, journal entries; prepares monthly financial reports; Researches grant opportunities and coordinates grant solicitations; assists subject matter experts regarding specific program responses; develops and/or reviews justification narrative and budget; and assists the department with grant management once awarded; determines if grant reimbursement requests are eligible. Prepares, processes and advertises RFP's and RFQ's; assists in developing bid specifications and reviewing proposals; drafts and processes contracts and agreements; monitors expenses and deliverables to ensure contract compliance. Oversees assigned City and/or departmental programs; develops policies and regulations and ensures compliance; conducts analysis of programs; reviews program effectiveness and evaluates problems; resolves problems and complaints; makes recommendations for program modifications or development of new programs.
Minimum Qualifications
The ideal candidate should possess any combination of training, education and experience which demonstrates an ability to perform the duties of the position.
EDUCATION & EXPERIENCE:
A typical qualifying entrance background is completion of college level course work leading to completion of a Bachelor's Degree in Business, Public Administration or a closely related field and four (4) years of increasingly responsible administrative, management, finance or related experience, including lead or supervisory experience and experience performing administrative analysis or grants/project administration support work. Experience at or equivalent to the level of Management Assistant in the City of Vista, wherein the incumbent has acquired the knowledge and abilities listed above is also qualifying.
LICENSE REQUIRED:
A valid Class C California Driver's License with a satisfactory driving record is required.
KNOWLEDGE OF:
Procedures of administrative research, planning, design, methodology and analysis including organization and fiscal management, contract monitoring, and research methodology; principles of management, organization and administrative analysis; city code, policies, and procedures; methods of report preparation; research techniques; proper English usage, spelling, grammar, punctuation and report writing; graphic and tabular presentation of data; principles and practices of effective supervision; computers and software programs (e.g. Microsoft Office and financial accounting software packages) to conduct research, assess information, and/or prepare documentation; principles and practices of budgetary systems and procedures; methods of budget development, administration and monitoring; basic government accounting; basic principles, theories, techniques and methods of financial/statistical/comparative analysis;
grant development and monitoring practices and methods; grant application procedures;
RFP development including specifications and proposal review procedures; contract monitoring processes and procedures; essential elements of contracts and agreements;
program development and monitoring processes and procedures and effective program management techniques.
SKILL IN:
Collecting and analyzing information, and drawing valid conclusions; writing comprehensive technical reports and display information and data in its most meaningful and understandable form; making effective public presentations; making financial and budget forecasts; researching grant opportunities and developing grant packages; developing RFP's and bid packages; developing new programs, and program policies and regulations; resolving program problems and complaints.
ABILITY TO:
Apply conventional and original techniques in research methodology; define a problem so that it lends itself to quantitative and qualitative analysis; use practical judgment, creativity and resourcefulness in planning and developing assigned administrative projects; read, understand, interpret and apply laws, policies, rules, contracts, guidelines and professional practices; understand and carry out oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work; guide the work of subordinate personnel when assigned; use data processing resources in statistical studies and research; develop, evaluate and monitor assigned budgets; create accounting systems to track expenses and revenue; monitor grants and track grant accounting; prepare for and participate in grant audits; negotiate, prepare and administer contracts and agreements; monitor contracts to ensure compliance; interpret laws, policies and procedures pertaining to assigned departments and programs; track program performance and make recommendations for improvements or changes.

RETIREMENT
Depending on eligibility, based on CalPERS criteria, new employees will be provided the 3% @ 60 Plan or newly established 2% @ 62 Plan. Employees currently contribute the entire employee contribution amount of 8%.
The City does not participate in Social Security, but employees must be enrolled in the Medicare portion.
