The City of Pasadena is seeking a Management Analyst II with knowledge and experience of the Workforce Innovation and Opportunities Act (WIOA). This position works in the Career Services Division of the City Manager's Office providing analytical oversight and support to several workforce development grants and contracts.
The ideal candidate has experience in operations and financial grant management, the ability to work with the State of California Employment Development Department (EDD), City of Pasadena, and other grant funders to coordinate and report out regarding implementation of federal, state, and local grants. The successful candidate should display the ability to collaborate with internal and external customers, program partners, employers, and businesses, as well as be supportive of diverse groups of individuals.

- Under general supervision, assists higher level management in analyzing and evaluating a wide range of Career Services Division objectives, programs, organizational structure, operations and procedures.
- Plans and directs activities of workforce development projects and programs; evaluates progress and resolves difficulties including those crossing departmental lines.
- Provides project leadership and advice to committees; provides technical direction and expertise related to project/program.
- Evaluates the effect of current and pending legislation on workforce development programs and operations; assists in developing responses and legislative proposals; liaisons with State and federal officials.
- Researches contract services and supply needs; develops and negotiates contract terms; monitors contract compliance and mediates user/provider complaints.
- Assists in the development of goals, objectives, policies and procedures.
- Investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services.
- Confers with members of the public to explain procedures and policies.
- Investigates and prepares reports on specific requests and complaints pertaining to division activities; may supervise support staff.
- Conducts research and analyzes statistical and other data; makes recommendations on administrative and operational problems, policies and procedures.
- Represents the City in the community and at interdepartmental, interagency and professional meetings.

- Bachelor's degree in business or public administration, finance or a closely related field AND two years of analytical or administrative experience in workforce development with knowledge and experience with WIOA.
The selection process may consist of a training and experience evaluation, written test of analytical skills, interview panel, and department-level interviews.
