Description
Under the general direction of the Asset Manager, the Maintenance Superintendent performs a wide variety of tasks related to the planning, development and preservation of affordable housing. The Maintenance Superintendent is responsible for the ongoing maintenance, operational and partnership activities of the developments owned or operated by the Housing Authority of the City of El Paso, Texas (HACEP) DBA - HOME
Under limited supervision, performs complex technical and responsible administrative work directing and supervising a comprehensive maintenance program for the Housing Authority of the City of El Paso (HACEP). Supervises the repair and maintenance of all Authority buildings, facilities, grounds and equipment managed by third party Property Management companies.
•Ensure that Ms is following their Preventative Management plan.
•Ensure that PMs are implementing all CapEx projects as approved by the CFO.
•Ensure the quality of the work that is performed by Vendors meets specifications.
•Ability to write, reviewed quality of scope of work that will reduce the need for Change orders after project starts.
•Will not intervene in the procurement process of the PMs.
•On site visits notify PMs of any maintenance issues that need attention
•Supervises through subordinates the operational and preventive maintenance activities relating to building maintenance repair; supervises subordinate staff, planning and coordinating the work of others, planning for departmental activities, training, handling disciplinary problems, etc.
•Provide guidance to inspectors from TDHCA, HUD, Investors and Lenders
•Ensure repair work required by TDHCA, HUD, Investors and Lenders and done in the timeframe requested.
•Schedules emergency work crews and contractors when required.
•Make site visits to properties when there is an emergency.
•Assist during resident and management complaints if necessary.
•Performs required administrative duties including preparing correspondence, reviewing blueprints and plans, completing reports and documents, etc.
•Operates general office equipment such as computers, adding machine, copier, telephone, etc.
•Performs other related duties as required.
Work is performed both indoors and outdoors. May involve physical exertion during visits and inspection of units and developments. Work may entail travel to meetings, conferences and workshops locally or in other cities.
Requirements
Graduation from an accredited college or university with an associate degree, preferably in construction management, or related field, or graduation from an accredited technical institution with certification in building construction, special skilled trades or related field of study. Two years progressively responsible experience in an administrative capacity at an apartment complex; or an equivalent combination of experience and education.
Modern principles, practices and techniques of budgeting and accounting and computer software in word processing and spreadsheet applications.
Skill in the operation of computer terminals, personal computers and common office equipment.
Plan, organize and implement a facilities maintenance program; communicate in English and Spanish (the latter is highly desirable), express oneself clearly and concisely both orally and in writing; maintain effective working relationships with other employees, residents and other governmental officials or representatives; deal effectively with situations requiring tact and diplomacy, yet exercise firmness; and prepare reports and maintain records.
Valid Texas or New Mexico drivers license, if employee maintains residency in New Mexico.
Eligibility for coverage under Authority fleet auto insurance.
