The Maintenance Planning and Scheduling Superintendent is accountable for the routine maintenance work processes. They will own functional excellence around routine maintenance work identification and prioritization, planning, scheduling, backlog management and field execution. Efficient and effective execution of routine maintenance work is a significant contributor to overall refinery O&O, as such the Maintenance Planning and Scheduling Superintendent works to identify practices and processes which reduce the plants spend for Routine Maintenance. This position will also have accountability for the continuous improvement of all systems and processes that impact routine maintenance.
Responsibilities May Include:
  • Develop cross-plant Maintenance Strategies through networking with Operations Supervisors, Shift Supervisors, BTL's and Maintenance Superintendents
  • Facilitate the development and/or refinement of the refinery Routine Maintenance Planning and Scheduling processes
  • Responsible for the effective and efficient Planning and Scheduling of all Area Routine Maintenance and Shared Maintenance work performed by P66 or Contractors
  • Assist in overall scope development and planning of cat changes, decokes, outages, etc. within the areas
  • Responsible for the supervision, development and training of the refinery Planners and Schedulers including building bench strength for those positions
  • Utilize soft skills to build high performing teams of operations, crafts, engineers, and salaried maintenance
  • Ensure efficient and seamless flow of information to the Maintenance Front Line Supervisors such that the maintenance schedule can be implemented
  • Attend regular meetings with Operations to ensure that maintenance schedule and corrective work are effectively planned, coordinated and delivered based on priority
  • Accountable for the planning, scheduling and compliance reporting of all MI Inspections, Overdue Inspections, MI Deficiencies, Regulatory, and Reliability Preventative Maintenance in the refinery
  • Review and evaluate performance of assigned contractors working on the routine maintenance schedule
  • Manage and review Planning and Scheduling metrics, being able to present the metrics to the refinery and implementing improvement plans where necessary
  • Demonstrate personal commitment to health, safety & environmental compliance with Sweeny standards
  • Responsible for your own health/safety as well as health/safety of assigned employees and contractors
  • Ensure 100% compliance with company policies and procedures (Permitting, LOTO, PPE, etc.) by P66 and contract maintenance employees.
  • Assures HSE requirements are considered and integrated into the activities of each team member.

Required Qualifications:
  • Legally authorized to work in the job posting country
  • High School Diploma or GED equivalent
  • 18 Years of age or older
  • 3 or more years of direct Supervisory experience
  • 5 or more years of direct experience overseeing or working within a Routine Maintenance Work Process
  • Valid current driver's license
  • Intermediate level proficiency with Microsoft Outlook, Word, and Excel
  • Intermediate level proficiency with SAP Plant Maintenance (PM) and Symphonic scheduling modules

Preferred Qualifications:
  • 7 or more years of maintenance, engineering and/or construction experience
  • 3 or more years of refining or petrochemical experience
  • Organized, self-motivated, proactive, creative and results oriented
  • Well-developed interpersonal communication skills with all levels of the organization
  • Able to plan, schedule, manage risk, analyze cost/benefits and implement accordingly
  • Able to understand requirements, recognize issues, concerns and proactively address issues and concerns
  • Able to act in the absence of immediate direction when needed
  • Able to maintain relationships to accomplish business objectives while meeting interpersonal needs
  • Able to maintain trust by fulfilling commitments and speaking the truth in difficult circumstances
  • Able to understand other's oral or written communication and to communicate information orally and in writing
  • Able to manage transitions to facilitate the implementation of significant change

The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
