Duties
Serves as a Loan Specialist (Commercial) and is responsible for evaluating loan applications for program eligibility and creditworthiness requiring experience with business structures and financial statement analysis.
  • Analyzes a wide variety of complex commercial loan applications which might be characterized by varied and complex organizational and financial structures, including interlocking financial relationships with subsidiaries or other financial partners, and wide-ranging data which might contain limited information.
  • Evaluates commercial loan requests and investigates essential application characteristics to determine if the applicant business is eligible for the 504 program (e.g., is it properly structured; meets capital injection and collateral requirements).
  • Prepares reports on the merits of applicants' commercial loan request, addressing eligibility and overall credit quality.
  • Makes recommendations to approve or decline commercial loan requests.
  • Discusses commercial loan eligibility, loan structure, and credit factors with lenders and lending partners.

Qualifications
GS-12: One year of specialized experience, equivalent to the GS-11: grade level in the Federal service, obtained in either the private or public sector, which includes:
  1. Discusses commercial loan eligibility (e.g., loan structure and credit factors) with lenders and lending partners; and
  2. Explains commercial loan programs and associated credit risk factors to lenders; and
  3. Performs analysis of obligor's present and future financial condition to determine repayment ability for commercial loans for small businesses; and
  4. Analyzes financial statements and earnings potential of a variety of business enterprises to make recommendations concerning commercial loans for small businesses; and
  5. Performs collateral analysis and lien structures to assess collateral adequacy for loan protection.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
