Description
Performs responsible paraprofessional work in the acquisition, preparation and organization of library materials, providing customer service to patrons and assisting patrons with library services and answering questions. Duties include cataloging, operating the Bookmobile, and providing coverage at circulation desk. Work involves significant public contact requiring employees to be tactful and courteous. Employees may specialize in work in one area, but must be able to answer questions about full library services.
Examples of Duties
Essential
  • Provides information regarding library programs and services; assists patrons over the telephone and in person; explains library policies to new and current patrons and ensures compliance with established policies and procedures.
  • Registers patrons and issues library cards; collects overdue fines; assists patrons with use of public computers and library equipment; provides assistance to patrons in completing specific projects on public computers.
  • Checks books and library materials in and out; places items on hold for patrons and pulling hold requests; removes items from the book drop.
  • Helps patrons select materials, books and equipment; provides general assistance to patrons in basic reader advisory questions, general reference, bibliographic instruction, database searching and location of various library materials.
  • Organizes books and materials for return to shelves; sorts by number for shelving; shelves books and other materials; reads shelves for accuracy; straightens books and materials on shelves.
  • Receives shipments of new books and library materials; unpacks, sorts and prepares for processing; performs copy cataloging using automated bibliographic database; adds new items to the library catalog; creates records for materials to keep catalog accurate; affixes books and materials with appropriate labels, stickers, and covers to prepare for circulation.
  • Receives and prepares books for shipment to other libraries in the NC library consortium; prepares and maintains tracking information spreadsheet; packs and labels the boxes of materials for transit.
  • Operates and drives the mobile library to assigned routes to assist patrons in the County; maintains the mobile library book collection; ensures cleanliness of the bookmobile.
  • Plans and delivers programs for patrons including story time, book discussion groups, and seasonal reading programs.
  • May have special assignments such as sorting book donations and program assistance; assists with library displays and programs.
  • Operates cash register and closes out register and end of day.

Additional
  • Opens and closes library; lock/unlock doors; turn computers on/off.
  • Maintains the library in a clean and orderly condition.
  • Performs related tasks as required

Typical Qualifications
Associate's degree and experience providing services to the public including some general office, clerical, or accounting work; or an equivalent combination of education and experience. Must have valid Driver's License.
Supplemental Information
Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, standing, walking, reaching, grasping, fingering, talking, lifting, bending, pushing, pulling, hearing, and repetitive motions.
Must be able to perform medium work exerting up to 20 pound of force occasionally; up to 10 pounds of force frequently; and a negligible amount of force constantly to move objects.
Must possess the visual acuity to operate a computer, read book spines, shelve books, count money, and operate a computer.
Scotland County offers a wide range of benefits, including healthcare, supplemental plans and retirement programs.
Health
We offer a high-deductible health plan with a $2800 deductible (Single). This program includes a Health Savings Account (HSA). Employee only coverage is completely funded by the County, PLUS the County contributes $1000 to the HSA annually.
Dental
Our dental plan provides for preventive services, such as cleanings each year, at 100%. There is a $25 deductible for other services. Basic services pays at 80% and other major services at 50%. The County contributes $14.47 per month for employee coverage.
Voluntary Plans
Employees may choose from a variety of plans arranged through Mark III Benefits. These include AFLAC Accident, Critical Illness and Hospital Indemnity plans; Allstate Cancer; Texas Life Whole Life; and Superior Vision plans. In addition we offer Short-term and Long-term disability.
Life Insurance
The County provides $10,000 Basic Life insurance for employees. An employee may choose to purchase additional voluntary term life insurance.
Retirement
Pension is offered through the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account. The County also contributes at 7.58% (law enforcement 8.25%).
401(k) and 457 are supplemental retirement plans administered by Empower. For the 401(k) plan, employees contributing a minimum of 1% are eligible for the County contribution of 2.5% toward their account. Employees contributing at least 3% or greater are eligible for a County Contribution of 3%. Law Enforcement Officers receive a 5% County contribution. The 401(k) plan offers both pre-tax and Roth after-tax contributions. The 457 plan is tax-deferred with no minimum contribution requirements.
Longevity Pay
The County offers longevity pay to employees with at least 5 years of continuous service.
