Summary
You will serve as a a LIBRARIAN (ELECTRONIC RESOURCES) in the GRAY RESEARCH CENTER of TRAINING AND EDUCATION COMMAND.

Duties
  • You will oversee and manage day-to-day operations related to the library's suite of subscription ELECTRONIC RESOURCES (ER).
  • You will oversee management of ER within vendor platforms, ensuring accuracy of holdings and interoperability with the Alma/Primo VE integrated library system and other software products.
  • You will work with the Virtual Branch team, vendor technical support teams, and Marine Corps University IT personnel to resolve ER access, display, and use issues.
  • You will provide customer support/service to ER end users, including but not limited to answering common and complex questions, providing instruction, and creating information materials.
  • You will monitor and maintain reliable on- and off-site access to ER via EZProxy and other authentication methods and systems.
  • You will attain and maintain certification in Alma/Primo VE Systems Administration.
  • You will evaluate and implement new methods and technologies related to management and use of ER.
  • You will gather and analyze ER statistics, create reports, and make recommendations to library leadership based on varying criteria.
  • You will serve on the team that manages content development and display for the library website (LibGuides) and online catalog (Primo VE).

Qualifications
GS-09 Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Coordinating training sessions for end users; 2) Ensuring accuracy of bibliographic records for ELECTRONIC RESOURCES; 3) Evaluating new ELECTRONIC RESOURCES products and making recommendations for improvement; and 4) Performing technical duties associated with publishing online public catalogs and e-resources.

Specialized experience must demonstrate performing duties such as the following: 1) Overseeing and managing day-to-day operations related to a Library's suite of subscription ELECTRONIC RESOURCES ; 2) Creating and promoting instructional materials and tutorials on how to use ELECTRONIC RESOURCES, for both technical and non-technical users; 3) Ensuring accuracy of bibliographic records for ELECTRONIC RESOURCES; 4) Maintaining awareness of trends and technological developments related to library ELECTRONIC RESOURCES and making recommendations for improvement; and 5) Performing technical duties associated with publishing online public catalogs and e-resources.

Education
Basic Requirements: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09:
  • 2 full years of progressively higher level graduate education

or
  • Master's in library science

or
  • Equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

GS-11:
  • 3 full years of progressively higher level graduate education in library science

or
  • Doctoral degree (Ph.D. or equivalent) related to the position
