Position: Lead Registration Authority (RA)
Position Summary:
The Lead RA role provides on-site supervisory support as a Registration Authority for the Defense Information Systems Agency (DISA) supporting the DoD’s Public Key Encryption/Infrastructure (PKE/I) implementation. As a Registration Authority, the candidate’s duties will include providing specialized expertise to assist Local Registration Authority (LRA) personnel in the creation of NIPR and/or SIPR PKI tokens, and interfacing with Trusted Agents for Token request, distribution and unlocking PINs.
The overall objective of DISA Joint Service Provider Identity Assurance (JSP) Identity Assurance IDA) Support Services is to provision identity verification and issuance of strong credentials (e.g., name, DoD ID number) for access to DoD protected online resources leveraging the DoD Public Key Certificates. DISA JSP IDA provides responsive and high-quality IDA services to JSP, Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS), Joint Staff (JS), Department of the Army (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other external customers to meet their mission and business requirements.
Clearance Requirement: Active DoD – Secret
DUTIES AND RESPONSIBILITIES:
- Provide Program Management Support Services and actively manage task performance.
- Allocate their staff and resources as necessary to meet the specified performance objectives.
- Perform all Knowledge Management (KM) and communications activities necessary to support the DISA JSP IDA program.
- Develop and maintain the documentation necessary to support the program, which consists of statements used in the governance of certificate issuance, standard operating procedures (SOPs), and implementation guides.
- Monitor RA Operations in accordance with DoD Registration Practice Statement (RPS), and internal JSP processes and procedures to ensure RA Operations are aligned with DISA audit requirements.
- Provide Tier III and Tier IV support to include platform services, solutions engineering and testing, identity and endpoint security, risk management, and field services.
- Outstanding customer support and knowledge transfer.
- Issuance of Non-Person Entity (NPE), user, admin, group, role, VIP, and mobile code-signing certificates
- Support revocation, suspension, and restoration of a certificate on Unclassified and/or Classified networks.
- Support registration and/or termination of RAs and Trusted Agents (TAs).
- Perform third party key recovery.
- Provide deployment, operation, maintenance assessment & authorization, and life cycle planning support.
- Manage, track, and support the development of the SharePoint SIPRNet Token Request Portal detailing the RA services provided.
- Provide IDA support services during COOP events.
- Maintain a Sharepoint repository for all information related to the program.

Education and Certification Requirements:
- DoD 8570 IAM Level I (e.g.: Sec+)
- Bachelor’s Degree in related field
Background and Experience:
- 7 years' experience in Information Assurance / Cybersecurity
- 7 years' experience in technical positions focusing primarily on DoD or Federal PKI or PKE
- 7 years' requirement identified can be concurrent and/or overlapping
- 7 years' experience as Registration Authority / Key Recovery Agent (RA/KRA) on NIPR and SIPR
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- General office environment. Work is generally sedentary in nature but may require movement about the office for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
- Contractor site with 0-10% travel possible
- Possible off-hours work to support releases and outages
- Occasional movement of small articles up to 10lbs
- Must be able to remain in a stationary position 50% of the time
- Continually operates a computer and other office productivity machinery
- Occasionally required to move self in different positions to accomplish tasks in various environment including tight and confined spaces
- Continually required to communicate information and ideas so others will understand
- Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard
