Company Summary
The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The San Jacinto River Authority is seeking to fill the position of Lead Operations and Maintenance Technician located at the Highlands Division in Highlands, TX. The Highlands Division delivers raw water from Lake Houston and the Trinity River through an extensive 27-mile system of canals and a 1,400-acre staging reservoir to provide raw water to several industrial, municipal, and agricultural customers pursuant to long-term water supply contracts.

The Highlands Lead Operations and Maintenance Technician directs, supervises, and coordinates a team of operations and maintenance staff in all areas related to operations of the Raw Water System and maintenance of all infrastructure. Responsibilities include those related to preventative maintenance, troubleshooting, and repair of division hydraulic components of production machines and maintenance equipment such as metal fabricating machine tools, material handling system and automated lubrication system, mechanical, electrical, rotating and stationary equipment, hydraulic and mechanical equipment, buildings, structures, and/or other facilities related to the Highlands Raw Water System. Other duties include:
  • Directs, supervises, and coordinates field activities of operations and maintenance staff as assigned by Operations and Maintenance Manager to ensure safe, efficient completion of work assignments.
  • Directs, supervises, and coordinates operational activities related to successful operation of the Raw Water System, including the pump stations and gate control structures along the entire system, to meet customers' raw water demands without incident.
  • Directs and supervises O&M staff to ensure the efficient and consistent use of technology, including SCADA, EAM (CMMS), and the GIS Viewer for operational activities and decision making.
  • Coordinates and maintains records on maintenance activities and inventory of assets, parts, consumables, tools, and equipment on the San Jacinto River Authority's facilities and the Raw Water System by utilizing EAM (computerized maintenance management system). Maintains and develops the work orders.
  • Takes responsibility for ensuring O&M staff are entering, updating, and closing work orders timely in Division's Computerized Maintenance Management System (EAM).
  • Tracks inventory of spare parts related to SJRA's Highlands Raw Water System and produces reports as necessary. Coordinates with the Purchasing department in acquiring spare parts, consumables, tools and equipment. Coordinates with the equipment suppliers to determine parts availability, pricing and compatibility with SJRA equipment.
  • Visually inspects and listens to machines and equipment to locate causes of malfunctions. If feasible, dismantles machines and equipment to gain access to problem area. Repairs broken parts. Otherwise, identifies and coordinates with vendors for necessary repairs to occur.
  • Sets-up and operates metalworking tools such as lathe, drill press, or grinder, to make or repair parts. Operates various welding equipment to replace and fabricate metals for various processes as needed.
  • Performs or oversees the performance of preventative maintenance of Division hydraulic and mechanical equipment, buildings, structures, and/or other facilities in a manner to achieve optimal safety, efficiency, quality, and reliability.
  • Periodically assists with the operation of heavy power equipment such as tractors, mechanized boom, backhoe, road grater or bull dozer to maintain canals, levees, roadways, and other Authority property in compliance with Authority policy and all applicable federal, state, and local laws.
  • Operates Authority passenger vehicles and/or vehicle/trailer/equipment combinations less than gross vehicle weight of 26001 lb. (unless CDL certified) on Authority property and public roadways, safely and in accordance with Authority policy and federal, state, and local laws.
  • Completes all tasks as scheduled and prioritized, including routine and emergency work, to assure minimal impact to operations.
  • Enforces safety regulations, policies, principles, and procedures; verifies that all required Personal Protective Equipment is assigned and available to staff; reviews incident investigations and takes action to prevent recurrence; coordinates with Safety department as appropriate.
  • Completes all project plans and leads project meetings to ensure that all staff is prepared before each construction project.
  • This position is classified as a safety sensitive position. The individual holding this position is subject to random, unannounced drug and alcohol testing.
  • This position is classified as primary essential personnel. The individual holding this position will be required to work as usual or as needed (1) during an emergency event, (2) in preparation for an emergency event, and/or (3) during recovery from an emergency event as directed by their direct supervisor, appropriate Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements
  • High school diploma or GED
  • At least 6 years of practical experience in utility, canal and/or reservoir operations and the O&M of heavy equipment.
  • The ability to operate CDL required vehicles/equipment is a plus.
  • Computer skills and experience with a computerized maintenance management system.
  • At least 1 year of supervisory experience.
  • Valid Texas Driver’s license with an insurable driving record.
  • CDL is preferred.
  • Aquatic Herbicide License or ability to obtain the license is preferred.
