I. JOB PURPOSE:
Under general supervision, the Lead EIS assists the Program Director with the development, implementation and daily operations of all Early Intervention Specialists in the Division. The Lead EIS provides consultation, clinical support and training to the Early Intervention Specialists related to the delivery of Early Childhood Intervention services. This is done in accordance with Texas Administrative Code, DARS and MHMR of Tarrant County (MHMRTC). the Lead EIS assists the Program Director with overall programmatic compliance with state and federal regulations. This position provides ongoing support to all assigned EIS in coordination with the Program Director.
This position develops and maintains positive relationships with other community agencies, advisory groups and other MHMRTC and ECI units.
This position requires use of an employee's education, training and clinical expertise to make decisions.
II. PRINCIPAL CLINICAL RESPONSIBILITIES:
A. Provides oversight to assigned Early intervention specialists related to daily clinical operations and ensures compliance with state and federal regulations.
Performance Standards:
1. Meets with Early Intervention specialists to conduct field observations at least quarterly.
2. Supports all EIS' in assigned division individual and as a group of EIS'
3. Reviews EIS caseload and determines any training needs
4. Intervenes at parent's or staff's request to help resolve conflicts.
5. Contacts 10% of families to assess reasons for refusing or withdrawing from services on a quarterly basis and be available to meet with other parents as requested. Related to EIS caseloads.
6. Facilitates staffing to support EIS staff.
7. Reviews individual cases with staff for appropriate intervention.
8. Compares identified needs with service availability in order to maintain services with no waiting list on a monthly basis.
9. Reviews planned vs delivered for all EIS' providing no less than 80% of Planned vs. delivered.
10. Assists with, collaborates in, and oversees the developmental/program products, i.e., curricula, training tapes, awareness materials, etc., to increase child progress, parent involvement and community awareness.
11. Along side Team Coordinator and Program Director, Review EIS staff performance in meeting service provision goals as stated in IFSP by reviewing direct contact hours weekly and auditing 2% of the comprehensive charts on a quarterly basis.
12. Reviews staff documentation for coaching fidelity.
13. Ensures compliance with local ECI policies and procedures and resolution of deficiencies within approved time frames.
14. Assists Program Director with overall ECI programmatic compliance with state and federal regulations.
15. Monitors the delivery of services in accordance with the ECI state performance indicators.
a. Tracks timely services (twenty-eight (28) day, forty-five (45) day, periodic/complete reviews) for Early Intervention Specialist and EIS no services or no service coordination, and other data reports and documents discrepancies. Takes appropriate action if a staff member has multiple discrepancies.
b. Monitors discharges and reasons with trends (as agreed upon with Director) and ensures same are completed in a timely manner and according to ECI/MHMRTC policy and procedures.
c. Tracks planned vs. delivered services and direct contact time and ensures adherence to recommendations in IFSPs for the Early Intervention specialists. Documents reason if recommendations are not fulfilled. Takes appropriate action if staff member is negligent.
d. Provides input to assigned supervisor regarding performance appraisals of staff members at scheduled intervals under the Director's supervision.
B. Consultation.
Performance Standards:
1. Case consultation with IFSP teams as needed or requested.
2. Leads case conferences and team meetings as needed
C. Plans, develops and trains staff.
Performance Standards:
1. Oversees and assists with the training program for new EIS staff.
2. Utilizes knowledge of DARS website, TAC Rules, ECI Extranet, ECI Reimbursement Guide and ECI of North Central Texas Local Procedures.
3. Provide ongoing training on the 801-2, IFSP's, planned vs. delivered and documentation to EIS staff in assigned division.
4. Participates, if needed, in assessments, IFSP meetings as well as reviews, monitors, and collaborates in the design of instruction of opportunities and parent concerns/satisfaction.
D. Plans, develops and oversees program designs that will meet client and community needs.
Performance Standards:
1. Participates in the development of an annual action plan for all EIS in assigned division that details objectives to be achieved, strategies to achieve these objectives and dates for accomplishment for ECI team.
2. Uses ECI reports to assure compliance with DARS State Performance expectations.
3. Monitors required timelines and takes appropriate action if needed.
4. Monitor and maintains a quantitative and qualitative data collection system to document the effectiveness of developmental programming and program options.
5. Maintains current knowledge of changes or trends in early childhood intervention service provision for Early Intervention Specialist staff by reading relevant material and attending training as provided as specified in IPDP to assure plans meet changing climate.
6. Develops and maintains positive collaborative relationships with community agencies, advisory groups, and other MHMRTC units.
7. Advises the ECI Chief and/or Program Director of events and/or actions within the program that might have an adverse effect on families, services, staff or agency.
E. Ensures universal precautions are followed according to State ECI and MHMR of Tarrant County policies.
Performance Standards:
1. Using Lysol Wipes (or other approved cleaning solution), cleans all toys and equipment before and after each use with another child.
2. Washes hands with soap and water before and after any/all contact with child.
3. If soap and water are not available, use program approved hand disinfectant before and after any/all contact with child.
4. 3. Reports any damage or loss equipment to supervisor immediately.
F. Participates as a member of the Team.
Performance Standards:
1. Strives to make effective working relationships with team members and families that are characterized by mutual support, open communication, trust and respect in order to reach mutually satisfying strategies.
2. Attends team meetings to support PSP to Teaming and EIS involvement using TBRI in all methods of the position includes by blending ideas and interventions across disciplines in order to better serve family's needs.
3. Problem solves with infrequent assistance from supervisor. Identifies problems and uses a rational approach for the situation to act on the problem. Communicates problems/decisions appropriately to supervisor. Requests assistance from supervisor in mediating irreconcilable differences between co-workers.
4. Discusses uncomfortable and potentially conflict producing issues professionally and effectively with families, community agencies and other ECI staff.
5. Provides assistance to staff in making referrals to Infant Mental Health Specialists and/ or Occupational Therapist (OT) when more complex issues are presented, such as red flags regarding possible attachment concerns, POD/Autism concerns, and Sensory Integration concerns as well as any serious behavior concerns.
6. Communicates effectively with the team regarding families and recommended strategies, by using such things as listening, speaking at an appropriate cognitive, linguistic and cultural level, reflecting and paraphrasing, stating things in more than one way to accommodate the listener's needs and seeking mutually satisfying strategies.
7. Demonstrates ethical responsibility when parents express concerns about ECI staff behavior by discussing with supervisor.
8. Demonstrates professional behavior.
G. Principal Administrative Responsibilities.
Performance Standards:
1. Functions as the Lead EIS for the assigned Division and may act as an interim Team Coordinator when a Team Coordinator is out of the office.
2. Assists the division with supervision and support of all Early Intervention Specialists.
3. May assist in interviewing of EIS staff.
H. Self-direct professional growth and development.
Performance Standards:
1. Completes a minimum of three (3) hours in supervision and leadership training each year. Also, maintains EIS credential Certification and complete continuing professional education contact hours each year as required by license/certification and DARS-ECI.
2. Successfully completes agency orientation within sixty (60) days of hire date.
3. Completes the ECI orientation successfully as outlined by supervisor.
4. With supervisor, develops and maintains Individualized Professional Development Plan (IPDP) and revises annually.
5. Monitors and successfully completes agency refresher training requirements within time frames specified.
6. Participates in supervision with supervisor.
7. Attends program, agency and interagency meetings and in-services as outlined on IPDP.
8. Participates on ECI and/or MHMRTC committees as needed and agreed on with supervisor.
I. Reassignment to Other Geographic Locations
Performance Standards:
When program needs arise, may be reassigned to work geographic areas outside of their current team assignment. This reassignment will be within the ECI of North Central Texas program service area. If possible, and with every effort, reassignment will be made to a contiguous team. Reassignment may be permanent or temporary.

• Knowledge of children's handicapping conditions as they relate to learning, interpersonal, behavioral, and emotional problems; also, interventions appropriate to these conditions and problems.
• Knowledge of family interventions and parent training, and ability to teach parents and others how to carry out interventions, using such things as verbal description, modeling, and feedback.
• Knowledge of good case management principles.
• Knowledge of normal and abnormal child development. Ability to interact effectively with young children and determine the functional level of a child's development.
• Working knowledge of community resources: school district and TEA procedures, financial, medical and social/developmental as well as other community resources for intervention and ways to access them.
• Ability to network and communicate with other agencies to assist in meeting a child/family's need.
• Ability to work with minimal supervision
• Possess above average record keeping, time management and organizational skills.
• Possess a neat appearance and appropriate office dress.
• Possess reliable work habits, being punctual and showing effective time management skills.
III) Internal & External Customer Service
This position requires extensive internal (team members, agency personnel) and external (doctors, ISDs, day care providers, other agencies) contacts. The Lead Early Intervention Specialists will accomplish this with above average writing ability using correct grammar, spelling, form, syntax, punctuation, content and context.

This position requires local travel in personal vehicle, sometimes in difficult driving conditions and/or situations.
