Professional advanced-level work performing analytical activities of significant complexity that require a working knowledge of municipal debt (commercial paper, bond, swaps, and liquidity facilities, etc.), investments, cash, and accounting functions for a utility. This position requires a skillset that includes but not limited to critical thinking, process development, and problem solving skills with excellent attention to details. Position also requires performing multiple tasks under aggressive deadlines to ensure timely processing of information and reporting, requires an effective communicator and ability to work independently. Must understand complex debt programs and able to process transactions in a financial management system. A strong working knowledge with Microsoft Office products preferred. May require the review of work or direction of lower level Analysts. Responsible for debt management processes ranging from debt issuances to refundings to derivative instruments and the accuracy of their results.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from other classes by its advanced and specialized nature of the research and analysis required.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Prepares various debt and investment transaction reports, including a monthly debt service requirement to a trustee.
Assures accurate transfer of funds to meet semi-annual and annual payments to bond holders.
Develops and maintains daily, weekly, and monthly debt service interest rates on a variety of debt programs.
Participates in all aspects of debt issuances, redemptions, and refunding.
Create and maintain debt transactions in a financial management software. Must understand transactional processes in a system.
Prepares monthly reconciliation of debt service to the general ledger.
Acquires and disseminates information concerning work methods and procedures, controls, and similar management functions. Develops alternatives and makes specific recommendations to superiors and assists in implementing the recommendations.
Assists in the monitoring of the departmental capital spending as compared to cash availability. Ability to communicate effectively to various groups on budget and funding sources.
Documents technical debt and investment processes and transactions in a financial management software.
Understand steps to bond issuances, redemptions, and refundings. Apply understanding to transactions and reconciliations.
Create reports to various audiences using charts, slides, and other visual aids to communicate.
Perform month-end closing of treasury activities in a financial management system.
Assists in year-end audit and any other audits as necessary.
Performs highly specialized research projects.
Acts as lead for major projects or programs and assumes complete responsibility for their results.
Studies actual and potential problems and presents findings to officials using charts, slides, and other visual aids to describe findings, proposed solution, and effect in such areas as policy, program, organization, procedure, and form.
Participates in the development of administrative and operating policies and procedures.
Provides direction and oversight of work of lower level Analysts.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
May supervise, plan, and coordinate the work of subordinates.
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor's degree in business, marketing, public administration, finance, accounting or a related field as required by the hiring department, and four (4) years of progressively responsible experience in financial, operational, fuels or marketing analysis, or eight (8) years of progressively responsible related analytical experience (with no degree).
A combination of education, training and experience which provide the required knowledge, skills and abilities.
Preferred: Master degree from an accredited college or university with a major course work in Accounting, Finance, Business Administration, Marketing, Public Administration or relevant field. Experience could be reduced to 3 years if applicant has a Master degree.

Licenses
Must obtain a valid Florida Driver License within 30 days of appointment.

KNOWLEDGE, SKILLS AND ABILITIES
Depending on area of assignment:
Thorough knowledge of financial, statistical, economic, utility, fuels or marketing analysis, techniques and modeling and the ability to apply knowledge in preparing studies and forecasts.
Thorough knowledge of municipal debt and investments for a utility.
Thorough knowledge of generally accepted accounting and financial principles and practices.
Working knowledge of computers and relevant software and ability to apply knowledge in performing computations and analyses.
Thorough knowledge of governmental or utility budget, audit and accounting procedures.
Ability to keep records and prepare reports.
Ability to communicate effectively both orally and in writing.
Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other City employees, and the general public.
Thorough knowledge of organizational structure, functions, operations, objectives, and goals of municipal government or utilities.
Thorough knowledge of laws, ordinances, regulations and statues which govern local government or utility functions.
Ability to develop long-term plans and programs and to evaluate work and accomplishments.
Ability to collate, analyze, and creatively interpret data and trends in order to make recommendations for products and services.
Skill and ability to make effective presentations in group or individual settings.
Thorough knowledge of organization structure, functions, internal relationships, and interactions with other levels of organization.
Thorough knowledge of office procedures and practices, business English, spelling, and commercial arithmetic.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
May be required to attend meetings outside regular business hours.
Requires local travel to other general government or GRU locations within the Gainesville area.
